I have been indirectly involved in various design committees for human-powered boating facilities in New York City.  There is a lot of good knowledge available on how to build private boating facilities (e.g. club houses), but much less suitable data on how to build public facilities.  So in order to move things along, I decided to write some notes based on my own experiences.

The document that is linked to below is a very rough attempt on my part to list some of the issues involved.  It is only a beginning, but hopefully it will help somebody.  Feedback is most welcome.
