In March 1974, I resigned from the City Council and prepared to move to Washington DC to work at the FCC and pursue legal studies at night school. Capping a several year period of organizing the citizens of Cape Canaveral, the Mayor, City Council, and leading community figures commissioned and signed this drawing of the City's mascot pelican shedding a tear.
