· 12/30/06 - President Ford - Day of Mourning - Tuesday 1/2/07

We have been getting many questions regarding a National Day of Mourning for the death of President Ford. If you recall we have had a day of mourning when Presidents Reagan & Nixon passed away.

 

There are a few procedures that have to be enacted for us to get a day off.

FIRST - President Bush must issue an executive order declaring a National Day of Mourning.

SECOND - The Postmaster General must agree to participate in the National Day of Observation

 

IF THE ABOVE OCCURS - No Regular Mail Delivery, Most Post Offices Closed, Plants will be open, Will be limited collection mail

 

Then basically everyone will be entitled to a day of administrative leave. All members were emailed a copy of the Memorandum of Understanding regarding these procedures. If you have any questions, feel free to contact the Branch President—Kevin Tabarus. Please note, not everyone will be off on the day of mourning, if you work on that day --- you'll have 6 months to use the day!

2006 CONTRACT UPDATE No. 19

VOTING SCHEDULED ON RATIFICATION

OF THE

2006 NATIONAL AGREEMENT

 

          The NPMHU National Executive Board, as constitutionally required, has adopted procedures to govern the mail-ballot referendum aimed at ratifying the proposed 2006 National Agreement.  Ballots will be mailed to all members between December 29, 2006 and January 3, 2007, and the deadline for voting is 9:00 a.m. on January 24, 2007.  All eligible votes will be counted beginning at that day and time.  The full procedures follow:

 

CONTRACT RATIFICATION PROCEDURES

(Adopted by the National Executive Board in December 2006)

 

The following procedures have been adopted by the National Executive Board of the National Postal Mail Handlers Union, pursuant to Article V, Section 9 of the NPMHU National Constitution, to govern the referendum vote that will be held to ratify the terms of the tentative 2006 National Agreement between the Union and the U.S. Postal Service.

 

1.  All regular members in good standing who are employed by the U.S. Postal Service as of Pay Period 25 of December 2006 shall be eligible to vote.  It will take a majority of the votes properly cast to ratify the tentative agreement.

 

2.  The voting shall be by mail ballot in postage-guaranteed return envelopes that are pre-addressed to a Post Office Box rented specifically for the collection of such ballots.  Voters will be required to set forth their name, their Local Union, and the last four digits of their social security number on the return envelope, but not on the inside envelope containing their secret ballot.

 

3.  All eligible voters will be furnished with the text of any proposed changes and deletions, together with their ballots and return envelopes, as soon as practicable after the tentative agreement has been reached.  It is the present intention of the National Office to mail these materials to all eligible voters no later than January 3, 2007. 

 

4.  The balloting period shall extend until January 24, 2007.  The ballots will be collected from the Post Office Box, to be verified and counted beginning at 9:00 a.m. on that day.  The Union shall retain the American Arbitration Association to certify the ballot count.  All Local Unions may send observers to be present at the collection, verification, opening, and counting of the ballots, which is expected to take two full days.

 

5.  Any member who does not receive a ballot or the accompanying information by January 10, 2007 must call the Ratification Ballot Coordinator at 202-833-9095, extension 1025, to request those materials.

 

6.  The results of the voting will be announced publicly after the final ballot count is available.  Copies of the official ballot count will be furnished to all Local Unions for posting.

 

7.  All envelopes and ballots, together with other pertinent records pertaining to the vote, shall be     maintained by the National Office for at least one year.

2006 National Agreement

The new contract covers five years, and will expire on November 20, 2011.

6 wage increases: 1.2% paid retroactively to November 2006, 1.2% each year, plus 0.6% in February 2007. 6.6% Total over 5 years (5.4% over 4 years)

COLA two times per year, each year – Paid March & September (NOTE: This protection against future inflation is precisely why the COLA provision remains an important component of the National Agreement.)

New Step “P” at the top of the wage scales, paid retroactively as of 11/25/06, waiting period 24 weeks from Step “O” to “P”

Shorter waiting periods for step increases at Steps A and B (88 weeks each) paid retroactively as of 11/25/06.

New Step “AA” at the bottom of the wage scale, which will apply only to NEW mail handlers hired beginning in February 2007. 

Health Plans (FEHB) we pay 1% more each year

Continuation of no layoff clause for Mail Handlers employed as of 11/20/06

Improved reporting on non-mail handler casuals, allowing the Union to continue full enforcement of the casual caps and the casuals “in lieu of” clause at each installation

Elimination of the geographic restriction on Leave Sharing

New MOU authorizing up to three days for bereavement leave (Annual/Sick/LWOP)

New MOU authorizing increased amounts of administrative leave for donations of bone marrow, stem cells, blood platelets, or organs

New MOU – Mail Handlers who voluntarily transfer to another postal installation, and then within one year are accepted for a voluntary transfer back to their original installation, shall have their seniority restored in the original installation, minus credit for the time away from that installation.
