The Virginia Firearms Education and Marksmanship, Inc (VFEMI) and the
Virginia 1000 Bench Rest, Inc. (VA1000) are pleased to announce the Year 2009
Match Bulletin. This pamphlet contains two sections: General information for
Rifle Matches and the Rifle Match Schedule. This Program/Bulletin provides the
basis for the conduct of the listed matches.

HIGH POWER RIFLE CHAMPIONSHIPS
GENERAL INFORMATION
RANGE LOCATION:
The Calvin A. Lloyd Range Complex is located on Marine Corps Base Quantico. From I-95, take the Marine Corps Base exit 148. When you come off the freeway, you will reach a stop sign. Turn west and follow the signs toSTATS OFFICE:
The statistics office is located in the "Down Range Club" just south of the picnic shelter. On match days, prior to the start of the match, all registration, squadding and other paper work will be conducted at the picnic shelter located at the west end of the Weapons Training Battalion parking lot.BILLETING AND MESSING:
Billeting and messing are not available at the range complex.RULES:
NRA rules will govern all matches atELIGIBILITY:
Eligibility to compete is open to any individual member of the NRA. Junior competitors may be individual members of the NRA or a member of an affiliated NRA club. Competitors may be required to show proof of NRA membership and NRA classification upon match check-in.MATCH FEES:
Listed is the per person or per team match entry fee. The entry fee is the cost to shoot the match. The entry fee includes a picnic on Saturday for the Regional rifle match. To Pre-register you must send the amount listed in the program and a completed (0598) SR-l Card for each shooter. Late entries the day of the match will be the entry fee plus an additional $10.00 late entry fee.CANCELLATIONS:
All pre-registered competitors who are not able to shoot the match will be required to notify the VFEMI by e-mail (xmorgan@hotmail.com and be sure the subject line states "Quantico Match and date) or U. S. mail postmarked ten (10) days in advance in order to receive a full refund. Competitors that do not show up the day of the match will be refunded one half the entry fee.CANCELLATION OF A COMPETITION:
In the event that a competition is canceled due to inclement weather, and the competition has already commenced there will not be a refund of entry fees or target puller fees. In the event that a competition is canceled the day of the competition prior to the commencement of the competition, all competition entry fees and target puller fees will be refunded. In the event that a match is canceled prior to the date of the match commencing, there will be a full refund for all fees paid.SQUADDING -
Squadding for all competitors during individual portions of the NRA matches shall be set forth as follows:NOTE: Relays 1 and 2 report to the firing line. Relays 3 and 4 to the pits.
MATCH COMPETITION
SAFETY: All competitors must attend the safety brief, in the pits or on the line,
which is held prior to the competition commencing. Anyone observing an unsafe
condition can call a cease-fire. All rifles will have an open bolt indicator (OBI) in
order to compete. ECI's can be purchased at the center of the line for $2.00.
PARKING: Authorized parking areas for competitors and visitors are the Competitors Parking Lot, Weapons Training Battalion Parking Lot, or the Pistol Range Parking Lot. For Long Range, competitors may park in the gravel parking lot or along the wood line which are across the road from the 1000 yd line. Vehicles that are parked in unauthorized areas will be required to be moved when notified. The competition will not continue until the owner of the vehicle has been identified and the vehicle moved from the unauthorized parking area. This could mean missing your relay if you are a competitor. Only the Match Director's vehicle and the Armor vans are authorized to park on the range road or Garand road. Competitors are not to park on Garand Road to unload or load equipment.

RIFLE MATCH BULLETIN
INDIVIDUAL COMPETITION ENTRIES - Entries in all individual
competitions will be made by using the current NRA SR-l Registration and
Entry Card. Complete all applicable blanks. On the front of the entry card fill
out the top half only: name, address, city, state, zip, category and
classification. Rifle competitors please complete the entire bottom half of the
entry card on the back. All competitors will be required to sign a hold harmless
agreement prior to the start of the competition.
RIFLE COMPETITORS: Indicate on each entry card if you are shooting the
1000 yd (Long Range) portion of the competition and/or across the course.
Include your Long Range Classification to insure proper squadding. Indicate
the type of rifle you will be shooting, (Service Rifle, Match Rifle, Palma Rifle,
or "F" Class).
Team Competitions -
Entries in all team competitions will be made by using the team entry card, which is available at the stat office. Entries for the Sunday team competition must be turned in to the center of the line no later than the completion of the individual match on Saturday. Entries for Sunday team competitions, except ITT, must be paid in the stat office no later than 45 minutes after the individual match is completed on Saturday. Entries for ITT competitions must be in the stat office no later than 15 minutes after the team competitions on Sunday. If target pullers are not available, Teams must provide at least one target puller per team entered (except ITT), and must report to the pit officer at least 20 minutes prior to the start of the match. If only one puller is provided he/she may not pull the hiring teams target.TARGET PULLERS: The VFEMI and VA 1000 will try to have pullers
available, however, we will not be responsible if target pullers are not
available for hire at all competitions. The shooters will pay the target pullers
at the end of the match. The Match Director will pass out envelopes at the last
yard line to each firing point and each competitor will pay their portion. Tips
are encouraged as it keeps the target pullers coming back. Shooters can
expect to pay $20.00 each for an individual 800 aggregate competition and
$60.00 for across the course team competitions. This may sound high but
when you think about the pullers showing up at
SIGHTING SHOTS: Match specific rules for sighters are listed with the course
of fire. All sighting shots are non-convertible at
INFILTRATION SQUADDING/BLOCK TIME: Infiltration squadding/block time will not be used during individual matches. Infiltration squadding/block time will he in accordance with NRA and/or CMP rules during team matches.
SCORING:
All competitors will be required to keep score for one another during individual matches. The last relay will score for the first relay; the first relay will score for the second relay, etc. For team matches each team must provide a scorekeeper. The first two firing points and the last two firing will score each other. All other firing points will score to the right.AWARDS:
Awards will be given in each of two categories: Service and Civilian with two sub categories of Match Rifle and Service Rifle in the National Match Course, 800 aggregate course, 1000 aggregate course, and the NRA Long Range course. Awards will be given to an open winner and one per every five (5) competitors for each NRA classification. Awards for the The Long Range Matches will be given for Service and Civilian in four (4) rifle categories: Service Rifle, NRA Match Rifle, U. S. Palma Rifle,"F" Class Rifle,. If there are less than five rifles in a sub-category then the sub-categories will be grouped as follows: Palma Rifle and Semi-automatic Match Rifle combines with Match Rifle and any sight rifle and "F" Class rifle combine into one category. Awards will be given to an open winner, and one per every five competitors for each NRA classification. Team awards will follow the same guidelines. NRA points will be awarded for all matches; except the CMP "Leg" match and M1 Garand Match. All NRA points will be mailed with a match bulletin. Awards for the "Leg" match are "points" to be applied towards the "Distinguished" Title. The top scoring 10% of non-Distinguished shooters earn these points.TIES: All ties will be broken by the guidelines established in the current NRA
High Power rule book.
RANGE USED: All matches will be fired on Range 4, Range 3 will also be
utilized when the entries exceed 200 competitors.
CHALLENGES: A $2.00 fee will be charged for each challenge. The challenge
fee must be paid to the block official when making the challenge. If the score is
corrected, the challenge fee will be returned. The challenge period time frames
will be according to NRA rules. It is the duty of the competitor to have
appropriate change for challenges.

1. Service Rifle - See rule 3.1, 3.1.1, 3.1.2, 3.1.3 in NRA High Power Rifle
Rule Book (HPRB);
COURSE OF FIRE, TARGETS, and DISTANCE - Matches listed in this
bulletin are fired on Official NRA Targets (see NRA High Power Rifle Rule
Book for descriptions) at the full distance listed for that match. The following
are courses of fire for matches fired at
ACROSS THE COURSE MATCHES
National Match Course (NMC):
Stage 1: Standing - Slow Fire - 10 shots - 200yds - 10 minutes time limit;
800 Aggregate Match (800 Agg.):
Match 1: Standing - Slow Fire - 2 sighters and 20 shots for record - 200yds - 22
minutes time limit.
1000 Aggregate Match (1000 Agg.):
Match 1: Standing - Slow Fire - 2 sighters and 20 shots for record - 200yds - 22
minutes time limit.
Excellence in Marksmanship (EIC) or Leg Match - An entry card for Leg
Matches to include the required notarized affidavit by CMP must be in the stat
office no later than 0700 Sunday morning. Competitors will provide their own
ammo. Competitors are reminded that in accordance with CMP rule 3.6.2(2)
"Other EIC matches" (limited to three per year). Triggers will be weighed on
any military armorer vehicle after receiving your squadding and before moving
down range. Squadding will be random and handed out near the 600-yard line as
soon as possible after completion of the Team Match.

The Clinic will cover firearm and range safety, classroom instruction in marksmanship, target scoring, coached position development, live firing, and a National Match Course Competition. The Clinic will be conducted by the Marine Corps Rifle Team. Attendees are required to provide their own shooting equipment, rifle, and 300 rounds of ammunition.
