CCEO was honored to receive the Distinguished Citizens Award from
the Maryland Association of Nonpublic Special Education
Facilities (MANSEF) at
an awards luncheon on June 7, 2004. See

THE
COMMUNITY COALITION FOR EDUCATION OPTIONS (CCEO)
Needs
your support in our efforts to save Maryland’s
Special
education schools and programs
The Community Coalition for Education Options is a
group of concerned citizens working to preserve a full range
of educational options for children with special needs.
Originally formed by parents of children with a variety
of disabilities, ranging from mild to severe, high to low
functioning, across the age span, CCEO now includes teachers,
professionals, neighbors, and other concerned family members
who want to keep the full spectrum of educational options open
to children with disabilities who need alternative placements in public
and non-public special education programs and schools
throughout Maryland.
The Community Coalition for Education Options believes
that the Individual Education Plan (IEP) should remain the
driving force in determining the placement of each individual
student.
We support inclusion when it serves the educational and
social needs of that individual child.
We support a continuum of educational options for
students whose needs cannot be met within the general
education classroom.
We feel that advocacy must do “no harm” to
others’ children in the pursuit of each individual group’s
specific goal.
Our Vision and Mission
Statement:
The vision of CCEO is for all students to have access to a quality education,
which will enable them to develop to their potential and be embraced as
valued, contributing members of their communities.
This vision is supported by our mission to advocate for a Free Appropriate
Public
Education (FAPE) and a continuum of placement options and related services for
all children with special needs as mandated by IDEA ’97.
The
Community Coalition for Education Options:

Supports Inclusion when it serves the needs of a
student on an individual basis
>
Supports Self Contained Classrooms when the
needs of a student cannot be met in the regular education
classroom
>
Supports Pull Out Services
when the needs of a student cannot be met in the regular
education classroom
>
Supports Non Public Placements
when the needs of a student cannot be met in the public
schools
>
Supports the Individual Education Plan (IEP) in
deciding the placement of a student
>
Supports the Parent/Guardian of a student
working together with the IEP team in writing an appropriate
IEP for that student
>
Supports the rights for All
Students to receive a Free Appropriate Public
Education (FAPE) in a safe environment conducive for learning
>
Does not support a One Size Fits All solution to
education issues
>
Does not support the assumption that Full Inclusion is
the best placement for all students
