__r---r^> One of the actual accomplishments of the Giuliani administration was the reduction in "annoyance" crime, such as the Squeegee Men, who would squirt an unidentifiable fluid on your windshield and demand money to get it off.
__r---r^> Clearly unpleasant, and constant decrease in the quality of life.
__r---r^> Along with the "broken windows" theory, that if you vigorously prosecute minor crimes, you can stop a permissive environment before it gets worse. The reduction in petty crime had a pretty big effect on the quality of life.
__r---r^> What happened next is a big part of Mr. Giuliani's character.
__r---r^> After years treating every minor offense as sin against God, an us-vs.-them mentality became deeply ingrained in the police force. Things like the Critical Mass, a monthly bike ride, became opportunities for mass arrests. The Republican convention required an intelligence operation leading to mass arrests. Eventually a man was sodomized with a broomstick while being told it was "Giuliani time".
__r---r^> In viewing the entire world in terms of good and evil, everything goes to one pole or another. Too many bicycles exercising a legal if inconvenient right to the streets are equivalent to rioters, and require the same response. A single terrorist attack, that killed 3,000 people, is equivalent to the deaths of millions and requires total war on somebody.
__r---r^> Both events are regrettable, and there is a moral equivalency in killing 1 out of 1 and 1 out of 100. But the response to 1 death is to find the murderer. The response to killing millions is to destroy the system that permitted it. A terrorist event requires more than just catching the murderer, but is still a law enforcement action. You can not declare war on a entire population because some of them attack you.

(TODO: find that article on Rudy's foreign policy advisors) Because they are an independent nation, and refuse to accept American hegemony, they are Total Evil. You are not in a position to talk to them about what their supporters might do, or stop and think that while Iran has plenty of crude oil in the ground, they have few refineries, and need to import gasoline, and thus might have a real need for nuclear power.

See Jon Stewart's comments on this, that his grief was not good enough because he didn't snap into lock step behind the president. It is possible and desirable that there debate. Life is not black and white. There is also tan and champagne.
