Notes/News:

155.310 (county Police), 154.430 (county fire), 154.980 (county EMA), 154.800 (countywide) are part of the Lycoming county NEW Simlcast Repeater System for 2001. Police started using as scheduled on Feb 12th and Fire, and EMA started using as scheduled on March 5th. Countywide has been up since the fall of 2000 and was used to do the testing of every grid square for every 3/4 of a mile in the county. This took a few weeks to do and was completed on Nov 30, 2000. Requirement of at least 95% coverage of the county before they were allowed to operate. They had better than 95% from the map I seen. This requirement was met with a 5 watt Motorola portable. They said there was better than 95% was what it looked like. All 4 frequencies of these simlcast repeaters are located at our 7 county sites which are Trout Run (Shrivers Ridge), Huntersville (Long Ridge), Waterville (Ramsey Mountain), Bald Eagle (Jacks Hollow), Armstrong (Clinton Twp.), English Center site, Brown Twp. site (Black Forest), a recieve site only for Police 1 on Cemetary Hill Rd in (Montgomery) and a back up tower that was put at the (Faxon site) which currently doesnt have any county frequencies. This tower is used for back up in case the primary tower at the Armstrong site goes down. Police 1 is the dispatch frequency used for all police departments in Lycoming county with the exception of state police and Williamsport Police. They both have different systems. Fire 1 is the dispatch frequency for all Fire/EMS in Lycoming County. EMA is used for our local municipality Emergency Management Agency Coordinators. Also you will hear constables, and other county government on there also. Some still use it for direct communications like constables do. They dont use the repeater in other words. Lastly, the countywide frequency. This channel is used for all Lycoming county Public Safety divisions. Some that I know of that currently have access as of May 2001 are all police departments, fire, EMA, Forestry, PA State Police Montoursville. This channel was designated so that basically everyone could talk to everyone. Which seems to work out pretty good and comes in handy. This is a Motorola System.

The City of Williamsport has also updated their radio communications to a "VHF Kenwood System". The old Motorola 800MHZ trunked system started to be in used in 1990. The 800MHZ frequencies for the city of Williamsport were not used effective May 23, 2001 as the entire city made the switch back to VHF by that date. Since around the middle of April 2001 the city of Williamsport has began using the system, beginning with City Bus and Highway at that time. The police were the last group to be on the VHF System since there was more work that needed to be done to get them ready. The police are eventually supposed to have computers in the police cars to use for police work, and there will be some digital messaging on the police frequency as well but not a big deal. The digital messaging is just like someone can pick a particular unit to send a digital message to which are pre-set in the radios. The 5 repeaters consist of the entire city of Williamsport being on it. Some departments will be using the same repeaters and frequencies and just using different PL's.. This system required at least 95% coverage throughout the city of Williamsport which was met with having 98% on portable radio useage throughout the city of Williamsport. Which eventually are to have voting recievers at 2 spots to help cover the center and east a little better around buildings etc. The city is still looking into this but I have heard a the possibilities but since its still in the planning stage I will hold off so false info is not circulated 11/2001. There is also GPS tracking that is available so they know where units are. As far as digital messaging... They can select a units number and send them a short message that is programmed in the radio. Ex. Call Police Headquarters, so not really missing much as far as the digital end of things. Every so often you will hear a data burst, which is the GPS tracking to see where the units are, a similar sound will do it at the end of each transmission of the units, this sends their unit number to county on the board so they know who is calling if someone would be in trouble etc.. This was at the beginning of the transmission but units would cut themselves off by talking before the data burst bursted. Also there is a morse code identification that sends WPSF696 which is the citys callsign for FCC identification every half hour. They seem to be pretty pleased with this system, a few bugs that need to be worked out but this is to be expected. There is no perfect system out there to start with anyway. The main complaint is they seem to have lower audio than when they were on 800MHZ. Reason being the mic's they had on 800 were amplified and the Kenwoods are not. Instead have noise cancelers on them. This means they must speak directly into the mic or they will have low audio. With the Motorola mics they could have a couple feet away and talk. Just something they must get used to....Update... On June 19, 2001 the users on 155.7675 which was (police dispatch) and the users on 154.3175 which was (codes, fire and pd 2) had to trade. This happened because the 155.7675 frequency was causing interferece with a municipal frequency in the eastern end of Lycoming county. The city is using Narrow Band frequencies and the rest of the county is using Wide Band frequencies and was wiping out this frequency in the Eastern part of the county. There is less communication on 155.7675 now that the main user will be the codes dept. So if you want to hear city police dispatch from now on you will have to have 154.3175 in your scanner instead of 155.7675. Also has been talk about getting a few more frequencies for the city. Some departments like city bus have a lot of radio traffic etc. and need more channels.

Williamsport Area High School Repeater... On August 13, 2001 Bill's Electronics put up a repeater at the high school on the roof in "D" Pod Penthouse. In 2000 when all schools recieved radios in Williamsport School District, the high school had some problems talking from one end of the school to the other because of the brick and metal and steel in the building. This made it rough to perform communication with a handheld to talk to another handheld throughout the entire school. So they put up a repeater which covers the school quite well. The repeater transmits on 152.285 and recieves on 157.545. There are 3 PL's on this repeater 173.8 179.9 and 186.2. At this point Im not sure who will use the other 2 Pls cause they only use the 179.9 PL. This is a Kenwood Repeater. Originally when they got the system they put up a repeater on 153.005/160.185 for the buses which is located at the Jacks Hollow County Site above Reach Road, also there is a PL for the District-Wide channel which could be used in the event of an emergency. That is a Kenwood repeater also as well as all the radios. In each school the principal, custodian, and the office have radios. Each school office has a base radio. At the high school the principals, security, head custodian have radios, plus some others. Some schools use the same frequency but have different PL's so each school can't hear everyone else.
