Purpose/Summary of Position:

Incumbent serves as the EMS Education & Compliance Section Chief of the Indiana Department of

Homeland Security, EMS Education & Compliance program. Incumbent is responsible to manage the

Compliance and Certification Section which will includes regulation of all ambulances within the state

designated as emergency response vehicles, the certification and regulation of all air medical

evacuation or transport services based in or operating in the state, the certification and regulation of all

Emergency Medical Services training institutions in the state, providing regulatory oversight of all

Emergency Medical Services hospital operations statewide, overseeing the issuance and collection of

any fines related to the violation of state statue or rules in connection with the regulatory oversight of the

listed responsibilities.

Additionally, The Emergency Medical Services Compliance and Education Section Chief will represent

the State of Indiana, the Indiana EMS Commission, the Indiana Department of Homeland Security, and

the State EMS Director as the primary coordinator for state level continuing education and pre-hospital

care education for all levels of EMS personnel. In this capacity the EMS Compliance and Education

Section Chief is part of the team responsible for overall coordination of a comprehensive, statewide,

public safety and first responder training system for the State of Indiana.

The incumbent may be required to travel within and outside Indiana to attend planning, training, and

exercise events to enhance his/her ability to perform duties as described above. Travel may be required

to conduct specific research, revise and/or develop EMS or homeland security plans, policies, and

procedures, as well as assessments of issues regarding statewide response capabilities, training

capabilities, performance compliance, and response needs.

Working conditions vary depending upon the state's emergency/disaster status. The incumbent will

general work in an office environment, however, agency requirements can include working under

emergency/disaster field conditions, in field office locations throughout the state and around the nation

for extended periods of time.

Qualifications

Seven (7) years full-time professional experience in civil defense operations (including exercise design),

government training, public administration, business administration, civil engineering, economic

analysis, program development, program management, urban planning, education, in-service training,

or college teaching/research in any of the above areas.

At least two (2) years of the required experience must have been within a public safety field.

Substitution: Accredited college training may substitute for the required experience with a maximum

substitution of three (3) years (twenty-two (22) semester hours in public administration, government,

public safety, civil engineering, economics, criminal justice or urban planning may substitute for any of

the required experience required.) Substitution: Accredited graduate training in the above areas may

substitute for any of the required experience with a maximum substitution of one (1) year.
