Construction was started.

The project was referred to as the Bellevue Hill Federal Project.  There were not any articles in the Daily Messenger, local newspaper, about the sale of the property to the USAF or the construction of the St Albans AFS.

November 25

Per GO 32, Headquarters, Eastern Air Defense Force, Stewart AFB, Newburgh, New York. The 764th was activated, on November 27th, as the 764th AC&W Squadron, at Bellevue Hill, St Albans, Vermont.  The 764th was assigned to the 540th AC&W Group, 32nd Air Division. LtCol Blake Miller has been in charge of the 764th at Fort Ethan Allen.
