This entire block was occupied by buildings of the Pennsylvania state government, especially the State House-- now Independence Hall.

Fry lived on the south side; they allowed him to live in some room of the buildings. While MacPherson only lists a Joseph Fry at 12 Lockley's Court (a place not listed in any Philadelphia directories I have found), Clement Biddle's 1791 Philadelphia directory (the next after 1785) does list this Joseph Fry as living in the State House: "Sergeant at Arms to the House of Representatives, State House."
