I am a political thinker who uses economic tools. I am interested in institutional changes, including who wins, who loses and what they mean for everyone concerned. I am especially interested in the institutions of nondemocratic countries which seem likely to become "irrationally" aggressive, such as Japan in 1941, Libya in the 1980s and Iraq in 1990. These countries I call rabid tigers.
