Prior to 2001, the processing of Priority Mail was subcontracted. A national level grievance was filed. The grievance was won, and the work was returned to the Mail Handler craft. In December of 2001, this installation was designated the "New York PMPC Branch" of Local 300. On October 2, 2004 the installation became a "mixed-use" facility. We began to process other classes of mail, (1st Class Parcels, Pre-sort, Standard Rate, etc.). The installation was changed to "New York Logistical and Distribution Center." Now this branch is referred to as "New York L&DC". There are many various operations & processing equipment in this installation, such as; Platforms, Balldock, Pre-sort Linear Sorter (LCTS), Universal Linear Sorter (LOCUS) - for Outside Parcels, 2 Parcel Sorters (Rapistans), 2 FSM1000s, & one new APPS machine. We maintain one of the highest Union Member ratio in Local 300. Union meetings are held at least 2 times a year. Members are also provided with a Branch Newsletter. In addition, all Union members are emailed with updates such as; vacant job bids, vacant vacation weeks, new information, etc. When this installation was a PMPC, there were no PTFs & 25% casuals. In October 2, 2004 when we 'flipped' to a L&DC, PTFs were hired and the casual percentage of 12.5% has been enforced. As a PMPC the 25% casual cap equaled about 65 casuals. Since 10/2/04, the temporary workforce was replaced with 136 Career Mail Handlers. With the arrival of the APPS machine in August of 2005, more changes are expected for the membership. More operations will be added. Additional staffing will be needed. It is projected that we could gain over 100 new Mail Handler positions. These changes will open more opportunities of job bidding, (some for day shift too). We will endure more changes during this state of 'flux.' It could take at least a year to two years for these changes to become in full effect. We will adapt to these changes and prevail. In the fall of 2006 one FSM1000 was removed and replaced with a UFSM100. |
