Who is losing on failed amendments to Bush's budget

...Santorum voted against a number of measures aimed at improving the federal budget for the upcoming fiscal year, including initiatives geared toward protecting Social Security, improving homeland security, increasing access to affordable prescription drugs and providing quality health care to veterans.
 
“Senators are defined by their voting record,” Pennsylvania Democratic Chairman State Representative T.J. Rooney said.  “Rick Santorum is going to pay a price for voting against priorities like protecting Social Security benefits, making our neighborhoods safer, and providing veterans’ health care. We guarantee it.”
 
Santorum Says NO to Keeping Medicaid Viable:  Santorum Voted Against Restoring $14 billion to Medicaid and Establishing a Bipartisan Medicaid Commission.
