A Philadelphia lawyer said yesterday that he is exploring a 2006 Democratic bid for U.S. Senate to draw
attention to Social Security and environmental issues.
Alan Sandals, 51, a Center City resident and class-action lawyer specializing in pension and medical benefits
cases, could join a Democratic field that already includes state Treasurer Robert P. Casey Jr. and Chuck Pennacchio, a Bucks
County professor. The incumbent is two-term Republican Rick Santorum.
Sandals, who called President Bush's plan to overhaul Social Security "a very bad idea," said he would work
to make the system solvent with fixes such as capping benefits on the wealthiest workers and providing tax incentives for
people to work longer. Sandals said he favors "add-on accounts" - individual investment accounts added on to the retirement
system but not financed by diverting payroll taxes.
