likely want returned to their rightful owners.
Tactics
·The Tsoo rely heavily on “hit and run” tactics. Martial
artist minions leap in and out of combat, striking quickly and then retreating before they can be seriously injured. Meanwhile,
their leaders remain well out of melee combat range; from this vantage point, they presumably launch volleys of spells to
damage heroes or bolster their minions.

the “sorcerous leaders” who hide behind the front lines of minions.

History
The Tsoo’s history is shrouded in mystery. The gang of martial
artists and mystic has only recently attracted the attention of Paragon City’s
heroes, in part because the villains are engaged in several brutal wars with rival gangs across Paragon City. In the
Steel Canyon region, the Tsoo clash with both the Outcasts and the Trolls for control territory. “So far,
the conflict has resulted in bloody stalemate, though the businesses and residents of the area hope that the influx of new
heroes will destroy this threat forever.” Perhaps more disturbing are the Tsoo's activities on Talso Island, where
the gang is battling the Warriors in an attempt to gain control over a portion of Paragon City's Superadine drug trade.
According to rumors, the Tsoo have gained their powers by stealing ancient
relics and magical artifacts, although this has yet to be confirmed.
