Minions
The Hellions gang seems to consist of common street thugs wielding guns and
various melee weapons. The different types of thugs have not been disclosed. Some
number of Hellions have evidently become addicted to some sort of drug that causes their eyes to turn green and presumably
imparts superhuman powers.

·Visit a Paragon City liaison in Paragon City Hall, Atlas Park to receive information and missions related to the Hellions.
·Given the Hellions' connection to the Circle of Thorns, the Dream Doctor and Midnight Squad might also provide missions to combat this gang.
Tactics
·The Hellions appear to have very limited tactics, simply surrounding
enemies and whacking away with whatever melee weapon they have on hand. Hellions armed with guns usually stay slightly removed
from the fray and may even climb atop vehicles.

·The Hellions are among the weakest enemies rookie heroes will face.

History
The Hellions is a gang that
has only recently appeared in Paragon City, but its ranks have rapidly grown. The incredible increase in the number of active Hellions
has allowed the gang to capture large swaths of territory in local gang wars. Currently, the Hellions are most active in the
normally-peaceful Atlas Park, where they openly attack any civilians and heroes they encounter. Perez Park has also
become a battle ground for vicious fights between the Skulls and the Hellions.
It is widely believed that the
Hellions are secretly backed by the Circle of Thorns. It's likely that Baron Zoria and his evil cult are using the Hellions to help capture Perez Park, where the Circle performs many of its dark rituals.
The Circle of Thorns may also provide the Hellions with mind and body-altering drugs to help ensure the gang's loyalty.
