Paragon City's gangs are locked in fierce turf wars that threaten many areas of the city. In order to make any headway against these gangs, rookie heroes should have a solid understanding of the many bloody rivalries plaguing the city.

The map below places all known Paragon City gangs on the overall Paragon City map, with arrows representing key conflicts. As new gangs are introduced, this map will be updated.

Notes:
The Skulls are believed to be backed by some more powerful group, although this group has not been identified.
The Hellions are evidently supported by the Circle of Thorns, who are presumably fueling the gang's war against the Tsoo.
The Freakshow and the Family have been depicted in conflict in at least one screenshot. It's possible that the Freakshow is also at war with the Trolls given that the Family supports the Trolls.
