Modified Rules for PWSI

PWSI has modified rules in effect for every age group. If you accept a referee assignment you must know and enforce the modified rules for that age group. Note: Any referee who accepts an assignment for the younger ages MUST also be a teacher.

The BLOWOUT Rule: For PWSI Rec teams U08 through U12, if a team that is trailing by five goals or more requests to add an additional player, permit it and add details in the game report. This is not something for the referees to manage but permit if the coaches agree.
U-8
Players: Boys play 4v4 -- Girls play 5v5. No Goalkeepers. Four 12 minute quarters. Two minute break between quarters 1&2 and 3&4 and a five minute halftime interval. Referees are to end the first and third quarters shortly after 12 minutes have elapsed and at a natural stoppage in play, be it throw-in, goal kick, etc. The players will be directed to take a two minute break and the play will then resume with the restart that was waiting to happen. If no natural stoppage occurs within a minute or so, the referee should stop the match, allow the break, then resume with a dropped ball where the ball was when the referee stopped the match. Size 3 Ball. Limited sub rules (Throw-ins -- both teams, goalkicks, kickoffs, injuries). All free kicks are indirect. Opposing players must be 4 yards away. No offside. No PKs. Throw-ins: Allow second attempt but tell them what was wrong with the first attempt. Do NOT show cards to our U08 players. Note that when you stop the game because of a foul, ball out of play, goal or another reason, you must take the time to explain to the players why. Remember, the FUN of the game is movement of the ball. When everyone has to stop to restart the game, the FUN has left the game for the moment. Try to keep the ball moving and not be too eager to call the ball out of play.

U-9
Players: 6v6 All rule infractions shall be briefly explained to the offending player. Twenty-five minute halves. Size 4 Ball. No Offside. Players must yield 8 yards on free kick. No Penalty Kicks. All kicks are indirect free kicks.


U-10
Players: 7v7. Twenty-five minute halves. Size 4 Ball. No Offside. Players must yield 8 yards on free kick.

U-12
Players: 8v8. Thirty minute halves. Size 4 Ball. Offside. Players must yield 8 yards on free kick.

U-14, U-16, U-19
These three age groups play in the Suburban Friendship League (SFL). Some basics: U-14 play 35 minutes halves. U-16 and U-19 are scheduled for 40 minutes. However, if time is available and both teams agree these age groups may play 45 minutes halves. You must speak to the coaches about this option.  The SFL uses a "playdown" rule. If one team does not have 11 players the opponent can play no more two more players more than the other team (7v9, 8v10, 9v11, 10v11). Fifteen minute leeway on forfeits. USYSA Sub rules plus both teams can sub on a throw-in if both are ready when the team in possession requests a substitution.

Adult Coed
Players: 11v11. Coed: Teams can play with no more than ten men on the field unless both captains agree before the match and inform the referee. Forty-five minute halves. For late starting matches due to the players' the referee can shorten each half by five minutes. Metal cleats are allowed (but not at Claffey). No Slide Tackling Permitted. Discussion: Slide tackling must be sanctioned as dangerous play. Think, playing the ball on the ground and high kicks. Neither action by itself is dangerous but performed in the presence of others can be. The same with slide tackling. There is no need to sanction a slide tackle where a player slides to keep a ball in play and no one is around. But in the presence of an opponent it must be sanctioned as a dangerous play (IFK). If contact is made, sanction it as a foul (DFK). If careless, sanction the foul. If reckless, sanction the foul and the misconduct. If excessive force, sanction the foul and send the player off for serious foul play.

Adult 7v7

Players: 7v7, minimum 5. Subs using limited sub rules plus for a player who has been cautioned. The cautioned player must leave the game and cannot return until the next stoppage of play. Twenty-five minute halves. Offside: Call only if attacker is ahead of the second-last defender and the ball AND in the penalty area. No slide tackling. Players must yield 8 yards on free kick. Penalty kick mark 10 yards from goal line.

Modified Rules for ODSL

Basics: Teams with their fans take up opposite sides. Teams have a 15-minute grace period. Subs using USYSA sub rules plus for a player who has been cautioned. Player cards must be checked prior to the match. Note: This is a PWSI requirement that must be enforced.
