Dear Parents:

 

 

It is time, once again to complete a task important to the administration of Immanuel First Lutheran Pack 51.  It is Re-charter time!  Attached is the Pack 51 CONDUCT AND DISCIPLINARY POLICY & a new MEDICAL RELEASE FORM for your attention and action.

 

Rules and policies are an important part of any organization and help those of us who belong to an organization know what is expected of us.  This particular policy attached was designed to let the parent(s) and Scout(s) know that there are boundaries placed on behavior and about the repercussions of improper behavior.

 

Scouting is about learning the importance of respecting each other and the authority of the Scouts Volunteer Adult Leaders.  It is about a Scout's individual responsibility to his family, church, and community.  A Scout will learn skills that will benefit him for the rest of his life.

 

Cub scouting is fun and exciting.  Properly trained and supervised Cub Scouts will participate in activities that stretch their physical and mental capabilities.  They will get to do things they would not ordinarily get to do, thus the reason for the Conduct and Disciplinary Policy.  Please keep these thoughts in mind as you read through the attached policy.  I think you will agree that only boys who are mean-spirited, prone to fighting, disrespectful or abusive will have trouble with this policy.  This policy places such boys on notice that Scouting has a higher ideal to achieve.

 

Please read this policy with your Scout.  Both sign and return it with the Medical Release form and your $54 Re-charter fee to your Den Leader on or before October 6, 2005.

Pack 51 Conduct and Disciplinary policy

Cub Scouting is based on the principles of loving and serving God, human dignity and the rights of individuals.  And recognizing the obligations of all members to bring out the best in people through a wholesome, fun, and learning environment.  The Scouting program is one of the few avenues left in the world where the emphasis is not on just winning as an end result, but on the far more demanding task of doing one's best.  The Scouting program is further dedicated to help all Scouts to learn, and practice, appropriate behavior, and to prepare them for life.

 

In the attempt to provide the proper environment to each member in Pack 51, a Conduct and Disciplinary Policy has been formulated.

 

The Pack 51 Procedures Committee has established TWO Levels of conduct to measure a Scout's conduct and behavior.

 

 

LEVEL 1: 

Talking and/or disrupting Pack/Den meetings and failure to follow directions from the Adult leaders

 

 

VIOLATION OF LEVEL 1: 

For a violation of LEVEL 1 conduct; the Scout will receive ONE warning from the leader that will include a discussion with the Scout as to the offending behavior.  Thereafter, the Scout will be given an opportunity to improve.  Failure to conform to acceptable conduct after one warning will result in disciplinary action.  Maximum penalty for violation of LEVEL 1 will be expulsion from the current activity and a phone call to the parent(s), requesting that the Scout be picked up immediately.

 

 

LEVEL 2: 

Rowdy behavior leading to bodily contact with another Scout, verbal abuse, foul language, property damage, and taking another Scout's property without permission

 

VIOLATION OF LEVEL 2:

The leader will discuss the violation with scout, followed by a phone call to the parent(s).  The Cubmaster and or Committee Chairperson will explain the Scouts' violations and ask the parent(s) to talk with the Scout.  The Parent(s) will be required to accompany the Scout to the next four (4) Pack and Den functions.

 

 

SECOND VIOLATION OF EITHER LEVEL 1 or 2:

A disciplinary conference will be called by the Cubmaster or Committee Chairperson.  Attendance of the Scout, his parent(s), Cubmaster, Committee Chairperson and Adult Leader will be mandatory at this conference.  The history of incidents will be presented by the Cubmaster, followed by an open discussion with all parties.

 

The following disciplinary action may be instituted by the Cubmaster, Adult Leader and Committee Chairman upon a mutual agreement:

 

      1.   The Cubmaster, Adult Leader and Committee Chairman may prohibit the scout from attending pack and den activities for a predetermined time.

 

      2.   The Cubmaster, Adult Leader and Committee Chairman may require the parent(s) to accompany the scout on all pack and den activities for a predetermined time, after completion of #1 above.

 

 


 

THIRD VIOLATION OF EITHER LEVEL 1 or 2:

The Cubmaster and Committee Chairperson may remove the scout from one den and place him in another den.

 

 

FOURTH VIOLATION OF EITHER LEVEL 1 or 2:

A fourth violation will have demonstrated that every reasonable effort to help the Scout has failed.  The situation will be immediately referred to the designated Scouting Charter Organization Representative and the Immanuel First Church Liaison to the Scouting program, for appropriate action.  The appropriate action would consist of a recommendation of immediate removal from Pack 51.  All appropriate area and district personnel will be notified of the situation, according to district policies and procedures.

 

 

After a resolution of the disciplinary problems has been completed, a summary will be presented at the next Parent/Leader Committee meeting, by the Cubmaster.

 

The outlined procedures provide for due process, and ensure that every Scout will be treated fairly and given reasonable opportunities to improve.

 

All Scout, Adult leader and Cubmaster discussions will be done according to the Youth Protection policies of the Boy Scouts of America.  The discussions will be in view of, but not within hearing range of, other adults and Scouts.  The discipline will be constructive and reflect the values established in the Scouting program.  The Cubmaster will document the date, time and detail of the incident, including a synopsis of the discussions held.
