House Bill 2000 was introduced in the PA Assembly on Sept. 27, 2005, by Rep. Dan Frankel, mandating a voter-verified paper "record" and random audits of our votes to check for accuracy. For details click here. A companion bill, SB 977, was introduced in the PA Senate by Sen. Joe Conti, as was SB 1299.

Though the Coalition for Voting Integrity has the goal of PROVING voting accuracy, an AMENDED HB 2000 and SB 977 are important first steps. The BALLOT citizens cast must be the REAL vote, not "bytes" or paper generated from a computer; thus, we strongly support these bills with the following amendments:
1. We demand that a mandatory voter-verified paper "ballot" be used in all elections, a ballot that we have preferably marked ourselves and verified that it reflects our selection.
2. That the voter-verified paper ballot serve as the true legal vote.
3. That a mandated random audit start at 10 percent.
4. That we must develop a secure method to PROVE that every vote counts ... and is counted fully and accurately.

Please submit the form below to send your personal message with the subject, "Support voter-verified paper ballots & audits: HB 2000 & 2910, SB 977 & 1299" Also call your PA senator and representative, requesting that he/she co-sponsor an amended HB 2000 and SB 977, requiring a voter-verified paper ballot plus mandated 10 percent audit. Additionally, call Rep. Babette Josephs, Chairman of the House State Government Committee, and Sen. Charles D. Lemmond, Chair of the Senate State Government Committee, requesting their leadership in getting this legislation amended and passed quickly. PA is one of the few states in the country without a voter-verified paper ballot and audit requirement (see map). Please request an AMENDED HB 2000/SB 977 to be called the Voter-Verified Paper Ballot bill and list the four criteria above.
