Now I would like to tell you about the Navy-Marine Corps MARS program in Pennsylvania.
In Pennsylvania we operate four HF (High Frequency) traffic nets a day at 1200, 1600, 1800, and 2100 ( local time) where we are available to pass messages to and from deployed service personnel. We are also available to being alerted to any possible
ECOM (Emergency Communications) event requiring our services in support of the Department of Defense or in support of Civil Authorities. We are also subject to ECOM alerting 24 hours a day. Our Primary Mission is Emergency Communications (ECOM) support to the Department Of Defense (DOD) and our Secondary Mission is ECOM Support to Civil Authorities.On our nets we pass our messages primarily using the digital Amtor FEC and the MT63 soundcard modes. Voice SSB is utilized when required. We have
been working on getting our state-wide VHF packet Node network system started with very good success with the stations that we have up and running. Since we are such a large state, it will take awhile and a lot more stations linked in the
packet network before the true potential of this tremendous message handling and ECOM alerting asset is realized. But with a bit of work and the dedication that Navy-Marine Corps MARS is known for we'll get there.
To my members reading this, I have heard rumors that e-mail from the ships is siphoning messages from our nets. Not so, that's completely unfounded. Any e-mail MARSGRAM coming from a ship is received by a shore station and entered
into the MDS and RDS for relay to our nets.
If anything e-mail is increasing our traffic volume and bringing to our nets messages from ships without MARS capability. Like the VHF packet system, e-mail is just a tool to assist our HF nets. Remember, our HF nets are the backbone of
Navy-Marine Corps MARS in Pennsylvania.

In PA Broadcast 08-99, I'm pleased to announce the appointment of Harry, NNN0QAM as our new State Training Officer (NNN0GCP FOUR). Thank you Harry, for accepting this essential and vital appointment.
I'm sure that Harry will be continuing the Pennsylvania tradition of interesting and informative Training Nets. Harry, welcome aboard the Area Staff. To Don, NNN0JFC our former Area Training Officer. Thanks Much Don for your years of Outstanding Service as Area Training Officer. Bravo Zulu for a job Well Done!
In PA Broadcast 45-97, I announced the start of the Pennsylvania State Training Achievement Award Certificate program. Award certificates would be issued by me to members for attendance of our Pennsylvania Area Training Net in
increments of ten, twentyfive, fifty, seventyfive, and one hundred training nets attended. Since the beginning of the award program, attendance of the training net has been usually about seventeen members with the record being twenty two.
Obviously, this program is producing a well-trained membership in Pennsylvania NAVMARCORMARS. This will also enhance our effectiveness and professionalism in a Ecom situation.
During February, April, and September 1997, the Pennsylvania State participated in Joint ECOM exercises with Army MARS and Air Force MARS. The NJ/DE and MD Areas of Navy-Marine Corps MARS also participated in the exercises. The scenario
of the February exercise involved a major snowstorm. The April exercise dealt with widespread flooding of the states involved in the exercise. The September Joint Service Exercise involved a major hurricane.
The exercises were very successful and problems of inter-service communication were found and corrected. We look forward to participating in more joint ECOM exercises with our Army and Air Force counterparts in the future.
Our Area ECOM Assistant, Rey, NNN0GCP TWO will be planning and conducting additional ECOM exercises within Pennsylvania with emphasis on EEI (Essential Elements of Information) Messages in the future. I look forward to a continued dynamic
ECOM program within the state with periodic exercises to maintain our state of ECOM readiness.
In PA Broadcast 22-00 (31 May 2000), The following Area Staff changes were announced. John NNN0VJN relieved Rey NNN0SAT as State Ecom Assistant (NNN0GCP TWO). To Rey, Bravo Zulu and thanks for your years of outstanding service as NNN0GCP TWO. To John NNN0GCP TWO, congratulations on your appointment to this vital and essential position. I'm sure that John will continue the Pennsylvania tradition of a dedicated Ecom program with numerous well-planned and executed Ecom Drills.
In PA Broadcast 22-00, it was also announced that Rey NNN0SAT has been appointed as State Data Communications Assistant (NNN0GCP TEN). Thanks Rey for accepting this appointment.
On the very important subject of ECOM. I'm proud to announce that the Pennsylvania State was awarded The Region One ECOM Area of The Year Award Plaque at the 1997 Region One Conference (5 Sep-7 Sep), that was held at Lake George, NY. To the Pennsylvania Area membership. I would like to say, Thank You for a job well done!
Pennsylvania will continue to conduct Ecom exercises at a minimum of one a calendar quarter. My emphasis on scheduling them will be unscheduled surprise drills, as most actual Ecom events will be of that variety. The drills will allow the widest possible participation of the Area members to practice their skills in utilizing EEI Messages (Essential Elements of Information). In my
my weekly broadcast to the state I will continue to stress reviewing the EEI Message format and list of EEI Event Identifiers.
To everyone reading this who is not a member of any MARS program, and is unfamiliar with the EEI Message. They are messages that are utilized to report any emergency situation. They go directly to Chief, Navy-Marine Corps MARS at headquarters at the U.S. Navy's Cheatham Annex in Williamsburg, VA. From there they are forwarded to the U.S. Northern Command, FEMA and the Department Of Homeland Security.
I'm very proud to announce that the Pennsylvania Area was awarded the Region One Area Of The Year Plaque at the 1998 Region One Conference (11 Sep-12 Sep) at the Holiday Inn in Columbus, Ohio. To the Pennsylvania membership Bravo Zulu and thank you for your outstanding effort.
At the 1999 Region One Conference (17 Sep-18 Sep), our Pennsylvania Area was awarded the Region One Ecom Area Of The Year Plaque for Communication Excellence. To our Pennsylvania members Bravo Zulu for your efforts in continuing to make our Pennsylvania Area the leader in Region One. Lets not rest on our laurels, but, instead, lets work harder and continue to set the example for Region One.
On 15 and 16 September 2000, the Pennsylvania Area hosted the Region One Conference 2000 at the Bartonsville, PA Holiday Inn in the Poconos. It was well attended by our Region One members and a lot of vital and interesting information was disseminated and discussed.
During the 2001 Region One Conference (14-15 September), that was held at the Cherry Hill, NJ Holiday Inn, the Pennsylvania Area was awarded the Region One Recruiting Area Of The Year Award. The plaque was presented to Harry NNN0GCP FOUR, the Training Officer. NNN0ASI ONE commented "You trained the new Tango Members until they became Regular Members. You get to hang the plaque on your wall."
The 2002 Region One Conference was held 6-7 Sptember at the Ramada Inn in Elmsford, NY. At the Aawards Banquet, the Pennsylvania Area's John NNN0VJN was awarded the 2002 Region One Member Of The Year Letter Of Commendation and Plaque in recognition of the numerous Staff positions that he holds at both the Area and Region level and the outstanding job that he performs while filling those staff billets.

Effective 1 June 2003, Navy-Marine Corps MARS Reorganization became effective in what was once Region One.
The former Region One became the Northeast Area.
Effective 1 June 2003: All Pennsylvania Nets Have been redesignated from 1PXXX) to 3P(XXX) to reflect Pennsylvania now being part of the 3rd Region.
During the Reorganization, the States of Maryland/District of Columbia, Virginia and West Virginia have been added to the Northeast Area.
The Northeast Area lost the State of Ohio. Currently the Northeast Area consists of Maine to Virginia and New Jersey to West Virginia.
The Northeast Area consists of the following Regions: Region One (ME, NH,VT, MA, CT and RI), Region Two (NY and NJ) and Region Three (PA, MD, DC, DE, PA, VA and WV).
The 2003 Northeast Area Conference was held 5-7 September at the Roaring Brook Resort in Lake George, NY. At the Awards Banquet, Pennsylvania Navy-Marine Corps MARS was awarded the Northeast Area ECOM (Emergency Communications) State Of The Year Plaque.

At the Northeast Area 2006 Conference that was held at the Omni Hotel, Newport News, Virginia on 8 and 9 September Pennsylvania was awarded the Northeast Area Green C Award for Communications Excellence.

During the Conference Awards Banquet, Pennsylvania was selected to host the 2008 Northeast Area Conference.
Pennsylvania will continue to perfect our ECOM skills and Readiness.
We are still looking for additional stations to become actively involved in the Pennsylvania VHF Packet Node System.
