A Universal Congestion Burden Index-  Current congestion indexes consider only auto traffic and forget about transit. If a commuter switches to equivalent or even slower transit to avoid congestion, it is measured as if congestion was reduced. But congestion is a measure of how much excess time it takes to travel, and switching to slower transit increases travel time. A universal index is proposed.

 

Ramp Meters- have a potential far greater than the way they are used in the LA region. They can significantly reduce congestion if used optimally.

 

Automated vehicles and highways- are the wave of the future and could virtually eliminate today's congestion.

 

Carpool Surveys- Many transportation surveys provide false information because the questions are not linked to a model of travel behavior. This is particularly true in carpool surveys

 

Katy Highway- This early HOV lane in Houston was used to prove carpool lanes worked to induce carpooling. But the data shows just the opposite.

 

PEROW- The old Pacific Electric right of way in Orange County has been designated for future rail. But a best use study has never been conducted.

 

HOV lanes narrow utility- A computer model analyses the conditions when HOV lanes are beneficial and when they are not.
