LA HOV Evaluation Report.

The LA MTA recently conducted an Evaluation Report of the LA County HOV system. It is a thick report that goes through great detail and pain  to prove that HOV lanes are successful. But there is one problem, the study team did not understand what the purpose of the HOV system is about. Think I'm kidding? This is their statement, "Reducing congestion was not identified as a performance objective." They go on to define five objectives and 17 measures of performance on the premise that if you have enough measures you can find something good to say. See the report at http://www.mta.net/projects_plans/HOV/1_whatsnew.htm. There is a no holds critical review of this absurd report by request. What would you expect from a transit organization posing as a transportation agency.

Wilshire Bus Lane

The LA City Council is in the process of taking a lane away from car traffic and designating it as a bus only lane. This has a minimal improvement on bus travelers and a major bottleneck for auto travelers along the road. What would you expect from a transit organization posing as a transportation agency.
