Professional Biography: Richard Mahaffey White
Supporting DoD C3I Programs (Concept of Operations, Interoperability,
Systems Architecture) since 2000, Rix White served as the Balkans C4ISR (Command, Control, Communications, Computers, Intelligence,
Surveillance & Reconnaissance) Architect for the EUCOM J6, where he led a team to map the downrange Balkans C4ISR Architecture
in support of commercialization, civilianization and strategic withdrawal. Captain White crafted the CONOPS, formed a team
of professionals, and successfully directed their efforts in the Balkan OpArea and HQS. The strategic approach was to completely
map long-haul, tactical, NATO, SCI, and wireless communications links as-well-as geographic nodes and supported sub-systems;
the visualization tool is the NetViz 3-D (SIPRNET) web server software. At the Office of Naval Research he completed a Systems
Acquisition Strategy for the C4ISR Mine Warfare & Countermeasures Architectures.

Captain White recently completed a tour as the Commanding Officer of the Commander, Naval Air Force, Pacific
Fleet, OPINTEL consisting of Afloat DETs in the Four Pacific Fleet Aircraft Carriers, the Third Fleet Flagship, and at Naval
Strike and Air Warfare Center, Fallon NV; a visionary, Captain White terminated the ashore missions upon assuming command,
and formed the CV/CVN afloat Detachments. Now the model for the Pacific Fleet OPINTEL support units, his concept has solidified
and now enjoys wide recognition -- his command provided substantial forward deployed targeteering support in the Persian Gulf.
In March, 2000 he was selected as the N2 at the Office of Naval Research Science & Technology Headquarters Unit (ONR Code
45); he served as C4I Fusion Cell Assessment Team member with the USMC Marine Air Ground Task Force during Millenium Dragon
2000.
Mr. White has significant experience in command and control, intelligence, tactical data processing, and network
communications in support of the warfighter afloat and forward deployed ashore (Joint Task Force commander and components).
He provided dedicated C4I support services to Industry, Naval and DoD users; and, in active duty recalls, CAPT Rix White served
Sixth Fleet, DoD, Joint Staff J2, JTF-SWA, SPAWAR, and DISA throughout 1978-2001.

- Apr 2000, Captain White was the Principal GCCS Intelligence Briefer for the primary customers, the nine Warfighting CinCs.
He has briefed GCCS I3 (Integrated Imagery and Intelligence) capabilities, in Tactical Warfighting Scenarios, at eight of
the CinCs, to numerous AFCEA, NATO, and DII-COE compliancy forums. Since November 98, he has served as the Integrated Imagery
and Intelligence (I3) Training Officer producing three video training courses in collaboration with the Joint JSSC TV director.
For duty with the Joint Staff J2, Captain White received the Defense Meritorious Service Medal: extended NMJIC/NMCC tour as
the DDI (Deputy Director for Intelligence, FY96-97).
Captain White was assigned on active duty as the Deputy for Intelligence,
Joint Task Force-Southwest Asia for Operation Southern Watch during January-May, 1997, Al Eskan, Saudi Arabia. Enforcing the
UN Sanctions, he handled three Iraqi No-Fly Zone violations, one while airborne in Rivet Joint. In the Air Ops Center, he
used GCCS, in conjunction with Intel Systems to evaluate a composite tactical picture. Captain White also served as forward
observer in AWACS and directly supervised the JTF-SWA Joint Intelligence Center (managing Targeting, Collections, Air, Air
Defense, Ground, National Intelligence Support Team (NIST), Cryptologic Support Group (CSG), and Systems sub-directorates).
At DISA as the JWID'97 Senior Briefer, he crafted the Integrated Tactical Scenario presenting Imagery, Intelligence DB, Theater
Ballistic Missile Warning & Display and the ATO--Air Tasking Order. He taught Process & Operations Management at Johns
Hopkins during winter term 2001.

Supplemental, Professional Biography
Specializing in joint operations, command & control, fleet
communications, and intelligence, Mr. White has a comprehensive background in technical, operational, and management aspects
of Navy and Joint C4I programs. He has detailed experience in real-time tactical data processing, multi-system display, and
afloat command center operations. His principal responsibilities to Flag Officers and other senior officials include project
management, fleet operational duties, information security, and technical systems. Specific tasking has included systems integration,
LAN operations, and battle watch team training. Formally recognized by the Mathematics Association of America in 1994 as a
Mathematician of the Month. OSD/DPOW-MIA 95: completed assignment with the Congressionally mandated Vietnam POW/MIA
review team. His FY96-97 Pentagon assignment was Navy XO and Joint OPS Coordinator in the CJCS/DIA (J2) JRU. Captain
White served at the OSO during Exercise JWID 97, Global Broadcast Service, (GBS) and duty as the Executive Highlights Managing
Editor in the Joint Staff J2.

Previously he served as a sub-contractor to Booz-Allen, McDonnell Douglas, Lockheed, RMC and DAI, excelling
in numerous afloat and overseas assignments. Recognized for sophisticated programming skills in astrodynamics, geolocation,
and stochastic simulation, Mr. White has a strong grasp of 21st Century telecommunications and near-real-time workstation
environments: HP, Sun, NT, Windows, www, etc. He was a co-manager of Admiral Gauss' JMCIS Demonstration Lab at SPAWAR. He
has direct understanding of the Integrated Imagery and Intelligence (I3) for correlation of imagery and land-tracks from the
Modernized Integrated Data Base (MIDB). Captain White was re-featured in the 2nd edition of 101 Careers in Mathematics by
the Mathematics Association of America in May 2000; then attended the National Defense University senior course in National
Security Policy .
In 1991, Mr. White completed a two year assignment as Command and Control Advisor to Commander Sixth Fleet embarked
in the Flagship, USS Belknap, including the early phase of Desert Shield. Mr. White assisted NRaD with developmental testing
in San Diego, monitored system installation during Belknap's Toulon yard period, and supported Sixth Fleet and NATO operations
at sea, conducting training for senior officers and enlisted members of the Battle Watch Team. He wrote and staffed all JOTS/War
Room technical reports and coordinated numerous evolutionary C3 system improvements; he authored the COMSIXTHFLT C3 System
Description and Concept of Operations. Mr. White was principal briefer for VADM Tuttle during his ship visit to Gaeta, Italy,
and served as C2 systems manager during the historic Bush-Gorbechev Malta Sea Summit in 1989, directing Sixth Fleet WARROOM
OPS during the Summit.
Embarked in USS Iowa, for a MED/NORLANT/Indian Ocean deployment, Mr. White served as the Battleship
Battle Group Advisor to the Commanding Officer; he documented communications procedures, created the C3 Concept of Operations.
He developed and implemented Combat Watch Team Procedures for both the ship and the embarked staff and produced the Battleship
C3 Strike Warfare Handbook.
Defense Information Systems Agency (DISA) 1991: authored the USS Blue Ridge CJTF-Afloat
System Description (CONOPS) for a Pacific Theater Joint Task Force Commander embarked in the Seventh Fleet Flagship. Extensive
Command Center experience: Tactical Flag Command Center, JIC/JACs, NMJIC.
Captain White distinguished himself and his
parent command while on extended assignment afloat to COMSIXTHFLT (NATO DEPCOMSTRIKEFORSOUTH) in support of Yugoslavian/Adriatic
contingency operations--PROVIDE PROMISE 93; he developed ADP Sensitive Compartmented Information (SCI) multi-level security
procedures (architectural graphics and concept of operations); ONI SCI accreditation for C6F Warroom. Mr. White served as
the Flagship Intelligence Support Rep having responsibility for the INTEL LAN in the new COMSIXTHFLT Flagship; he has direct
experience with GCCS. Also developed the Concept of Operations and High Level operational design considerations for
the Command & Control Suite for USS Wisconsin (BB-64)--"the last Battleship".
As OT&E Leader, directed
multi-faceted team efforts for Saudi Navy multi-node C3 system deployed in Riyadh, Jeddah, and Jubayl Command Centers. Served
as Navy Director during specops at USAF 6912th ESG Berlin; consulted to Tomahawk Operational Test Launch program. TENCAP and
Classic Wizard experience which includes tasking and operations. COMNAVSURFLANT: authored PQS for OTCIXS.
