The NRC's Annual Windfall Toy Hunt... Each year of my employment as an IT (information technology)
staff member, I was witness to a very questionable game of instant "use it or lose it" pertaining to the frivolous
use of budget funds within the Nuclear Regulatory Commission. This practice was probably legal, by some stretch of
their imagination, but it seemed corrupt and extremely wasteful from my viewpoint. I was absolutely shocked that
this example of government waste was being committed before my very eyes.
How The Game Was Played... The lady financial officer(s) came breathlessly into the IT (information
technology) branch chief's office area and announced; "how quick can you spend *$100,000.00? He asked her why, and was told
that there was that amount of budget money left over, and if he could figure out how to spend it in one hour he
could have the funds. I was given the impression that this was a "12th hour" effort in that the books would be closing on
the fiscal year in one hour.

Our branch chief, the one that was later arrested for felony criminal misconduct, called his staff together and asked
them to gather computer catalogues and make recommendations on what to buy. The clock was ticking. You never saw
so much rushing around in the performance of this windfall toy hunt.
Question of The Day No. 1
If this one example of government agency waste has surfaced, how many other cash funnels does the NRC have?
All kinds of equipment, software, computer gadgets etc. were suggested with glee and giddy anticipation by some of the
NRC staff members.
It needs to be pointed out that this windfall toy hunt was led by the same branch manager that fired me in
retaliation for making true allegations of his felony criminal misconduct against him and his fellow conspirators. What
is ironic is that he manipulated my contract employer into lieing to me about the reason for my dismissal from my employment
at the NRC, in my opinion and belief. This member of NRC's senior management duped my boss at the contracting firm into
orchestrating my being fired under the pretense of a lay-off, in my opinion and belief. Now for the truly
ironic part... The lay-off letter handed to me stated that the rationale for the decision to terminate my employment
was due to the "strategic planning" on the part of my NRC Branch Manager. You will remember him, Mr. Windfall Toy Hunt.
Does this look to us like strategic planning? No! It does not. It was business as usual; shoot from the hip,
knee jerk reaction, negligence and mean spirited vindictiveness..
At the time of my being fired, I told my contractor employer that something was not right. The work was still there (at
the NRC) for me. At least it appeared to be, since he left his office manager's kid brother at the NRC worksite to replace
me, a senior contractor employee.
I further told him that my NRC supervisor, the branch chief, wouldn't know strategic planning if it bit him on his
fanny. (I may have substituted a word for fanny in my actual statement). He sure hadn't performed any strategic planning
in his one hour Windfall Toy Hunts. I told my boss that if this guy needed strategic planning to be performed that he
would have come to me to perform it. As a former Logistics Engineer serving General Dynamics and the Department of Defense
I both knew and utilized strategic planning. I seriously doubted that Mr. "Windfall Toy Hunt" had the skill set to perform
any alleged "strategic planning" that would have indicated that my services were no longer required at the NRC Region 4 office
in Arlington, Texas. I perceived this to be merely a veiled excuse and an indicator of a much different agenda.
Note of Interest: It took many months of personal investigation by myself, the efforts of a private investigator,
my attorney and numerous FOIA (freedom of information act) requests to learn the truth surrounding my retaliation firing and
treachery at the hands of my NRC employers.
Question of The Day No. 2
Who's Regulating the Regulators?
I would suggest that if anyone, at any time, doubts the validity of my story, to consider the following. A dated,
timed and signed paper trail of the events I mention was left and may be located and verified. The final hour effort
to burn up remaining budget money by the NRC was documented by preparation of US Government Form 30's. The frantic activity
described in my article was due to the fact that not only did these items need to be selected to purchase, but the proper
Form 30 documents had to be filled out and signed off by the appropriate authority. The authorities signing their approval
were the Branch Manager of the Information Management Branch and his boss, the Director of the Division of Resource Management
and Administration. The requests were then handed over to the requestor which was the Financial Resource Manager and /or purchasing
agent for processing.
An Auditors Dream Come True!
Down the audit trail... An audit of documents, times and signatures will easily reveal the truth. A list of known
participants and eye witnesses is readily available to auditors and law enforcement agencies upon request. Additionally records
can be found of where this unplanned and unneeded capitol equipment went. This windfall toy hunt merchandise went mostly unused
and ended up being given away, relocated to NRC employee's homes, or scrapped as excess. Hint! Detailed records
of all disposed of materials at the NRC are kept. Check'em out!
A review of investigative logs of items found by authorities at the homes of those NRC employees arrested may
account for some of the windfall toy hunt items. That is my opinion and belief.
