Just One of many examples of alleged poor judgment by NRC Senior Management... On May 02, 2001 I
received information from a trusted source that a Chinese National (non-American Citizen) had been placed in charge of
the COOG/COOP project at the NRC Region 4 offices in Arlington, Texas. She had been given a US security clearance, received
a US government computer network account and quartered in the library in the NRC offices. What this meant, was that
in the event of a natural or nuclear disaster "taking out" Washington D.C. , such as China Nuking Washington, D.C., earthquake,
or Osama Bin Laden's henchmen perpetrating terrorist attacks against Washington, that all command and control for American
Nuclear facilities would be shifted from Washington to Arlington, Texas and controlled from region 4; controlled under plans
made by a Chinese national.
To me this is alarming.
Adding even more concern was the fact that this new and vital responsibility would be governed and executed by what was,
in my opinion and belief, a group of corrupt members of senior management at the NRC offices in region 4, Arlington Texas.
Remember, some of these NRC management types were busy running their own illegal personal counterfeiting operation and retaliating
against NRC contractor employees and NRC employees that had been reporting their felony criminal misconduct for over a
year. A prime example is Ron Bath who was fired in retaliation for reporting the felony criminal misconduct of some of these
NRC employees and reporting several others for gross mismanagement.
During the referenced time frame, the NRC region 4 offices in Arlington Texas and several members of NRC management
and employees were under investigation by agents with the IG's office (Inspector General Hubert T. Bell), Secret Service and
the FBI (Federal Bureau of Investigation).
During the past few weeks our government officials have been investigating the actions of select government agencies
and scrutinizing their actions prior to the 911 terrorist attacks. This is why it is timely and appropriate to report on this
example of the NRC's alleged pre 911 judgment and conduct.
What were the NRC officials thinking of? I for one have no idea. My opinion and belief was that it was an
example of poor judgment from a rich government agency.
Rich government agency you say?

Poor judgment you think?
Only 3 1/2 months before the 911 tragedy NRC officials allegedly knowingly and willfully placed a Chinese National
(non-American Citizen) in charge of the COOG/COOP project at the NRC Region 4 offices in Arlington, Texas.
Suggestion to the 911 Investigation Committee
and
Office of Homeland Security
It might be beneficial to investigate the NRC's handling of the COOG/COOP project and determine who, how and
why they selected and placed a foreign national within one of the most secure sites in the nation. Why they allowed someone
possessing foreign ties and allegiance to make plans and decisions on how our countries nuclear reactor power plants would
be defended and operated in the event of an operational change in command and control from Washington D.C. to Arlington Texas
in the event of a disaster.
Note: Ron Bath plans to contact the Office of Homeland Security and 911 Investigation Committee to inform
them of this information and see what they think of the judgment and actions of the NRC.

Ron Bath has asked NRC Chairman, Commissioner Nils J. Diaz for compensation for his losses at the hands of
his organization. The NRC let their crooks fire Ron Bath in retaliation for turning them in to law enforcement officials
for felony criminal misconduct. Ron's Tort Claim was held in limbo for 3 years while allegedly gathering dust on
the corner of the desk Chairman Diaz and then recently denied. Decision, no! No Compensation for ruining a person's
life.
Due to the direct actions of NRC employees, while conducting criminal activities within the region 4 offices
of the NRC in Arlington, Texas, Ron Bath was fired in retaliation and subsequently lost his home, new truck, life savings,
credit, and the ability to pay for his children's college education. The resultant stress, pressure and belief
that his government had failed him, placed Ron in a downward physical spiral that resulted in his being diagnosed with
Diabetes and treated for Clinical Depression.
Ron was unable to obtain another job for over a year and then, had to accept an $11,000.00 annual decrease
in salary. After obtaining a new job, after all that time, he was fired from his new job in the first 30 days due to
the alleged personal ties his new employer had to the NRC Region 4's Director of the Division of Resource Management and Administration.
Ron believes that Chairman Nils J. Diaz should reconsider his case and compensate him for his losses.
It is never too late to admit wrong and to correct it.

is now gone; taken from me by criminals and unethical officials of the US Nuclear Regulatory Commission". "I will spend
