Consultants:
Our project talent includes senior managers, scientists and engineers from aerospace/defense contractors such as Raytheon, Hughes Santa Barbara Research Center, Lockheed Martin and Delco. Ph.D. scientists and electrical, mechanical, software, quality assurance and manufacturing engineers support projects as needed. They help evaluate technological capabilities of foreign businesses, assist with technology transfer projects, training, codesign and codevelopment programs.

Attorneys:
Attorneys with extensive international business experience support matters such as trademark, copyright, joint venture formation, and unusual contract negotiations.

Linkage is maintained with Ph.D. conferees in several major US and foreign universities.

Management:
The general manager is Scott Bailey. For over 25 years, Mr. Bailey has developed economic offsets for top Fortune 100 corporations, on international marketing teams to create and win new programs, and in the implementation phase, performing foreign sourcing and joint venture structuring, negotiation and administration.

Mr. Bailey arranged technology transfers, training, and BOT (build- operate- transfer) agreements for major capital investments in foreign countries in the oil and gas exploration and heavy construction industries for Fluor and Santa Fe International, and for Stauffer Chemical Co. Then Mr. Bailey developed international offsets in defense program marketing at Lear Siegler (now called BAE Systems), Northrop, Raytheon, and for commercial business at NEC. These included direct and indirect offsets, codesign, codevelopment, technology transfers, coproduction, joint venture formations, licensing, export marketing assistance and other methods.

Mr. Bailey earned his MBA at the UCLA Anderson Graduate School of Management. He is a licensed U.S. Customs Broker, and for fifteen years, he has been a Certified Purchasing Manager (NAPM). Mr. Bailey has four children, and lives with his family near Santa Barbara, California.
