Comments on HB 39
The concept of requiring voter approval in a referendum is a positive step in checking the unbridled authority of local school districts to implement tax increases. HB 39 also gives us an expansion of the tax/rent rebate program reminding one of coupon gimmickry and vote baiting.  Although I am still studying the text, this bill does seem to address a 'long term fix' to an economic problem. Yearly school board tax increases,  in contrast,  provide 'short term fixes' to problems real, imagined or contrived.
Years of political observation have me believing that the estimate of slots tax revenue presented may be overblown in order to garner support for the bill. Who eats a half-baked cake ? For Pennsylvania to reel in the big bucks we will need more than slots. Expect some clarifications and fine tuning of this ideology.  P.S. I'm not much of a gambler myself, but have a good time, and don't tell us you can't afford bread.
