My favorite way to use the Blues Jr. is to set the Master Volume to 12, this allows the production of the maximum amount of tone both high and low.  Then set the volume for the amount of breakup you are looking for and then of course set the tone controls as desired.  This way I can control the overall volume, breakup and tone with the controls on the guitar.  It is also possible to do the exact opposite by running the Volume at 12 and setting the Master Volume to control the limit of total volume. YMMV!
