CONSTITUTION

 

NORTHEAST PENNSYLVANIA LACROSSE OFFICIALS ASSOCIATION

 

ARTICLE I

Name

 

This organization shall be known as the Northeast Pennsylvania Lacrosse Officials Association (hereinafter ÒAssociationÓ).

 

ARTICLE II

Territory

 

This Association shall serve, generally, the northeastern and east-central counties of the Commonwealth of Pennsylvania, parts thereof, and programs in any other areas as may request officiating services from time to time.

 

ARTICLE III

Purpose

 

The purpose of this Association shall be the promotion of the American sport of Lacrosse through:

 

A.        The recruitment, training, classification and maintenance of a qualified membership for the use of appointing authorities in, scholastic, collegiate, club and summer league programs.

           

B.        Encouraging a high standard of ethics, fair play, sportsmanship, cooperation and understanding among officials, athletic directors, coaches, players, news media and spectators.

 

ARTICLE IV

Membership

 

Section A Ð Qualifications for Membership

 

            1.         Be not less than 16 years of age as of March 1 in the year of  application; and

            2.         Completion of the required course of training.

                       

Section B Ð Requirements for Membership

           

1.         Submit and secure the approval of the application for membership by the Governing Body;

2.         Payment of all dues and fees in accordance with the Constitution and By-Laws of this Association;

3.         Conformance with all the policies of the Association;

4.         Fulfillment of all the training requirements for membership as may be imposed from time to time; and

5.         Membership in US Lacrosse (as an official).

6.         Maintain Good-Standing in the Association.

 

Section C Ð Requirements for Transfer Members

 

1.         Presentation of credentials from former association and/or entity to the Governing Body for verification and approval;

            2.         Payment all fees and dues and any other fees; and

            3.         Approval by the Governing Body.

            4.         Proof of membership in US Lacrosse Officials division.

           

Section D - Dues and Fees

 

            1.         All dues and fees shall be set by the Governing Body from time to

                        time as the body shall deem appropriate in its sole discretion.

 

                                                            ARTICLE V

                                                     Officers and Directors

 

The Officers shall include a President, Vice President, Secretary/Treasurer and Rules Interpreter.

 

The Directors of this Association shall include the Officers, Chief Assignor, and two members elected from the general membership. 

 

The Directors shall comprise the Governing Body as that term is used herein. The President shall be the Chair of the Governing Body. 

 

ARTICLE VI

National Representatives

 

The President and Rules Interpreter shall serve as official liaison between the Association and US Lacrosse (and any and all national lacrosse governing bodies) and shall be charged with the principle responsibilities of communications and rules interpretations.  In the event that neither President nor Rules Interpreter can attend, a member approved by the Governing Body may assume this responsibility.

 

ARTICLE VII

Elections

 

Each officer and director shall be elected by secret ballot for a term of one year, beginning July 1st and ending June 30th. 

 

Elections shall be held on a date determined by the Governing Body, provided that thirty (30) days notice in advance is provided to the general membership. 

 

ARTICLE IX

Appointing Authorities

 

Members may officiate those games assigned to them by the Chief Assignor and/or his or her designate(s). All designates shall be subject to the approval of the Governing Body.

 

ARTICLE X

General

 

The duties of the Officers and Directors, such procedures and regulations necessary for the conduct of their duties and the business and affairs of this Association shall be provided for in the By-Laws of this Association.

 

 

ARTICLE XI

Amendments

 

This Constitution may be amended at the annual meeting or at a special meeting convened by the Governing Body, by an affirmative vote of two-thirds of those present, provided that the proposes amendment shall have been announced at the previous meeting and a copy of the proposed amendment mailed or electronically distributed to each member at least thirty (30) days prior to the meeting at which the proposed amendment is to be voted upon.
