This Side Action Rotery Valve (SARV) cornet is assumed American, has Allen-type "pinched" valves, and is made of nickel silver.  The bell has a rolled edge, and no garland.
 
Since the first valve is appproximately an half step, it could be intended to be an 'A' valve, but the actuating mechanism is lost. 
 
But here is an 1865 patent from Louis Schreiber that shows a four valve cornet with the same valve arrangement, and also a water key, which I had assumed was a later addition.  And no, the patent did not concern either one.
 
I collected this horn from Massachusetts, and did not get any of it's prior history.
