Commissioner Responsibilities
 

Clarksburg Sports Association Commissioners are responsible for implementation and direct oversight of the various sports programs.  Commissioners shall know and enforce the rules, regulations and by-laws of the organization and policies and procedures pertaining to the sport they govern.  Commissioners shall schedule registration dates, preside over player placements; schedule all games, practices and tournaments, manage concession stand operation (as applicable) for each game of the season, coordinate assignment of officials for each game and schedule informational meetings as required to insure that the coaches and officials are aware of all the rules and regulations of their sport.  Commissioners shall distribute equipment to the various sports coaches, maintain inventory of all equipment and provide an inventory statement at end of the season, purchase any new equipment needed, after approval from the Board of Directors. 

Commissioners are responsible for all pictures, trophies and plaques for any and all organizational functions and shall preside over the selection of all star teams as applicable.

Commissioner - Soccer - Dave Kovack

 

Dave began playing soccer in 1971 in Rockville and soon joined up to play in MSI in their initial season. He also played at Peary High School. From there it was on to UNC-Wilmington and then several DC area amateur teams.  He began coaching in 1992 and soon became involved with the Damascus Soccer Club.  Dave first started coaching in the DSC recreational league, and then when older son Dan moved on to the select league, he followed, and has been coaching both boys and girls DSC teams ever since. But that hasn't been all he has done for DSC. In addition to coaching the Dragons, United, and Steel (where son, Tim, played), he is currently coaching the U18 Blaze, former coach of the U11 Blast Red and White teams, and will now work with the DSC U9 teams for this fall, and in fall of 2010, he will head a coaching staff for DSC’s U9 and U10 boys and girls teams. His club coaching experience led him to become involved in DSC organizational activities as well, first as a board member, then a Vice President, and since 2005 he has served as the Director of Coaching and Player Development.

 

Dave is certified with the Positive Coaching Alliance as a Double Goal Coach I and II and is a strong believer in coaches education, always encouraging the DSC rec and select coaches to go to soccer courses and clinics. He has many coaching licenses – USSF ‘C’ license; US National Youth License; Dutch KNVB Youth Certificate; English FA Psychology, Fitness, Player and Match Analysis; and has been to many of the MSYSA Tactics Weekends.

 

Dave lives with his family in Germantown and also has a day job, working for the US EPA in the Office of Pesticide Programs as an IT Specialist.

Commissioner - Golf - Meredith Couey

 

Meredith Mitchell Couey grew up in Lilburn, GA a suburb of Atlanta, where she actively participated in numerous sports, including soccer, softball, swimming, cheerleading, gymnastics, and golf.  Meredith played in her first local golf tournament at the age of 7.  She went on to play in state, regional, and national level golf tournaments.  In 1997 Couey was awarded a golf scholarship to Georgia State University .  After her freshman year Meredith transferred to Georgia Tech to focus on her education.  She graduated from Georgia Tech in 2001 with a degree in Management.

In 2001 Meredith and her husband moved to Germantown.  She worked for United Communications Group in their electronic publishing division as an Account Manager and as the Advertising Sales Manager for RFID Operations.  Meredith lives with her family in Clarksburg.

Commissioner - Rec Baseball - Chris Blackwood

 

Chris Blackwood grew up in Mount Airy Maryland where he participated in MAYAA (Mount Airy Youth Athletic Association) playing football for 5 years and baseball for 11 years as a youth.  Chris also umpired for 10 years for the same organization and refereed football for Frederick County.  Chris went to Linganore High School in Frederick County where he played football and ran track for all 4 years.

             

Chris attended Hagerstown Community College for 2 years where he was on the track team.  He also coached for DSA for 2 years where he was head coach for the fall baseball team.  Chris is currently in his second year of coaching the CSA U9-10 kid pitch team.

 

Chris is currently employed with the Military Produce Group based out of Norfolk, VA. and resides in Clarksburg with his wife, son and daughter.

Commissioner - Lacrosse - David Moylan
 

An avid player, David Moylan has vast experience in the game of lacrosse. He first began playing at age 9 in Long Island, New York, and went on to play High School Lacrosse at Huntington High School, where his team won the Suffolk County Lacrosse Championship in 1973.  David played 3 years of Division I Lacrosse at Penn State, where he started for 2 years. He led the defense in his junior year, and helped the Penn Sate to achieve one of its best records in the schools program. Upon completion of college, he continued to play lacrosse at Pittsburgh Lacrosse Club.

 

He has earned the respect of both local area student-athletes and coaches having served as a Head Coach at Damascus Sports Association for the past 10 years. David coached at all levels of the program (U-9, U11, U13 and -U-15). This summer, David was an instructor for the Penn State lacrosse summer camp.

 

David is the International Surety Practice Leader Managing Director at Marsh USA, Inc. where he is responsible for generating revenue growth/retention of contract and commercial surety business on a global basis.  He holds a B. S. in Finance from The Pennsylvania State University and a Masters Degree in Business Administration from The Joseph M. Katz Graduate Business School, University of Pittsburg.

 

David lives in Clarksburg area with his wife, son and daughter who are all active in various Clarksburg sports.

Commissioner - Basketball - Tony deCelis
 

Tony deCelis graduated from Saint Leo University, near Tampa, Florida, where he was a scholarship basketball player at the NCAA Division II school. He also played a season of professional basketball in Puerto Rico for Coach Herb Brown (Larry's brother) who has coached a variety of NBA teams and is now on the Charlotte Hornets staff.

Tony currently works for Sun Microsystems supporting a variety of Government customers. Tony and his wife Stephanie, also a college basketball player at University of Pittsburgh, live in Germantown with their son and daughter who participate in CSA programs.

Commissioner - Football - Stephen Walker
 

Stephen Walker was born and raised in the Washington DC area and attended Woodward High School where he played football, wrestled, ran track and played racquetball.  Stephen went on to attend Shepard College where he earned a degree in Sports Management.  At Shepard he played football for 4 years, 3 of them as a starter and was named to the All Conference team.

 

Stephen has been involved with local youth sports for the past 3 years including both flag and tackle football programs.  He was a self employed entrepreneur for many years and has developed several highly successful businesses.  He currently runs a mortgage office.

 

Stephen and his family have lived in the Clarksburg area for 10 years.

Commissioner - Wrestling - Chris Brown
 

Chris Brown has been involved with wrestling for 36 years.  He excelled in high school academics, Football, Wrestling and Track, and received the top “Student-Athlete Award” at North Chicago HS in Illinois.  He wrestled at the United States Air Force Academy (USAFA) earning 4 varsity letters while leading his team in pins his senior year.    His first taste of coaching was after graduating college as a USAFA candidate recruiter, counselor, and Assistant Wrestling Coach.  He went on to compete nationally and internationally for the All-Air Force Freestyle and Greco-Roman teams.  Chris was a 13-time All-Air Force Champion in Greco-Roman wrestling and 11-time Freestyle Champion.  His greatest personal success was runner-up at the U.S. Greco-Roman National Championships and 6th place at the Final Olympic Trials.  He was ranked as high as #2 in the USA at his weight class in Greco-Roman wrestling.

 

Chris has coached youth wrestling for 7 years.  Over the last two years he rebuilt the Germantown based Seneca Wildcats Youth Wrestling program to a well-respected and championship caliber team.  He has also successfully coached a combined 26 years at the High School, College, Air Force, National, and International levels of competition. 

 

Chris earned as Bachelor of Science Degree in Psychology with emphasis in Organizational Behavior from the Air Force Academy and a Masters Degree from Webster University in Human Resource Management and Development.  He is a retired and highly decorated Air Force Communications and Computer Systems Officer.   He has also earned top awards as a regional and national sales manager with three software, hardware, and internet based companies.  Chris is currently a Maryland licensed and top producing Realtor with Weichert, Realtors.

 

Chris and his wife Claudia relocated from California and have resided in Boyds, Maryland for 5 years.  Their three sons play a variety of sports but all share dads’ dedication and passion for wrestling.

Commissioner - Select Baseball - Dawn Infanti
 

Dawn was born in NY and raised between NY and NJ where she played high school softball.  Dawn has a passion for baseball, professional, college and little league.  Her favorite team is the New York Yankees and her family supports the Cal Ripken Senior Collegiate League team, The Bethesda Big Train, of which her son is also a bat boy.   Dawn has been actively involved with youth baseball since 2000 with her son and daughter.  Her coaching experience includes the 2001/2002 BCC Dodgers 2nd grade team, 2006 9U UMAC Yankees and the 2007 CSA 10U Select team which played in the MCBA.

 

Dawn has an Associates degree in Hotel/Restaurant Management and Bachelors degree in Psychology from the University of Maryland.  She has worked for Marriott International for 16 years, the last 13 years at their corporate headquarters in various senior management positions.  Currently, Dawn has responsibility for the support of over 2000 hotels, the management of multiple projects and has done an extensive amount of public speaking.  Dawn is also an active member of the PTA and volunteers her time at he children's elementary school throughout the school year.

 

Dawn spent some time living in both Florida and California before settling in Germantown, MD in 1994. She has two children, a son and daughter both actively involved in multiple sports.

Commissioner - Track and Field - Renise Freeman
 

Renise Freeman has been involved in youth Track and Field since high school, where she ran cross country. Renise later developed an interest in mentoring youth athletes and began volunteering her time and resources to work with private track teams.  After her daughter Bailee showed potential and interest in the high jump field event, Renise volunteered to become High Jump coach and has worked with teams that have participated in Amateur Athletic Union (AAU) and USA Track and Field (USATF) local, regional and national meets.  

 

Renise is originally from Pittsburgh, Pennsylvania where she attended Cheyney State University. During her time at Cheyney State University, Renise participated in cheerleading.   She later transferred to Columbia Union College where she graduated with Bachelor of Science degree in Business with an emphasis in finance. Renise later attended Columbia Union College where she obtained her Master of Business Administration. 

 

From the beginning, Renise has had a great passion for the sport of track and field.  She values the time spent with mentoring the youth in her community. Renise currently resides in Montgomery County with her husband and three daughters.

Commissioner - Cheer - Lynn Ellis
 
Lynn Ellis has 13 years experience in the cheer and dance industry.  In addition to coaching at both the youth rec and allstar level.
 
Lynn has directed, managed, and operated two of the most successful cheer programs in the area winning numerous national titles on the competition floor and building a solid feeder program for area high school cheer teams.  She has judged for highly recognized organizations up and down the east coast from local competitions to major national events.  Her certifications include:  NYSCA (National Youth Sports Coaches Association) and AACCA (American Association of Cheerleading Coaches and Advisors). 
 
A lifelong Montgomery County resident, Lynn graduated from Wheaton High School.  She currently lives with her husband and children in Germantown.

Commissioner - Poms - Tammy Layman
 

Tammy Layman was born and raised in Montgomery County and graduated from Gaithersburg High School where she was a baton twirler for the Trojan band.

 

Tammy has been coaching baton and poms for 27 years. She is a certified coach and Level II Judge certified by the United States Twirling Association.  She was a key principal in the formation of the Gaithersburg TNT Majorette Drum Corps.  In 1980, she began as the corps instructor responsible for choreography and coaching of the 100+ members.  Later, she took on the responsibility of Parade Chairman and from 1994 to 1998 she was the Corps Director.  Although the group was mainly a parade corps, they also participated in floor competition on the state, regional and national level.  Over the corps’ 18 year history, the group won over 500 awards under Tammy’s guidance and instruction. 

 

In 2000, Tammy established the Rhapsody Baton & Pom Corps.  This competitive group consisted of children between the ages of 3-18 and held an average membership of 45 students per year. Over the past 5 years, the Rhapsody poms have won 10 State Championship titles and 8 Regional Championship titles in several age division categories.  In 2006, the Rhapsody teams traveled to Hershey, PA, Millersville, PA, Kutztown, PA and Savannah, GA.

 

Tammy lives in Clarksburg and is currently working as a senior legal assistant for a Rockville based law firm.
