Water Department Meeting Minutes with AWP/McKinnon

I attended the November 22, 2004 Water Commissioners meeting to specifically ask about two water contracts with AW Perry.
 
The following should be noted:
 
System Development fee's were voted to be raised at the Septemeber 2003 meeting. In October they voted to begin the new charges effective January 1, 2004.
 
In October 2003, AWP brought the proposed BCBS project to the board asking for 75,000 GPD. Again they met in November.
 
In December 2003, DJ McKinnon was before the board asking for water for the Rockland Golf Course project followed by Buzz Constable and Steve Leggett from AW Perry, where Buzz states they will "purchase the amount of gallonage...using Title 5 Sewer figures at $15.66/gal."
 
At the January 2004 meeting, DJ McKinnon appeared before the board and a detailed pay structure was discussed which is applicable to the new fee's effective January 1st, 2004. Water Superintendent Callahan even corrects McKinnon stating he left out the $350/meter/unit charge totaling $61,250 more and Mr. McKinnon replies "...he was okay with them."
 
After McKinnon leaves, Buzz Constable and Steve Leggett are again before the board and it's at this point the fee structure discussed with McKinnon for some reason, does not apply to AW Perry.
 
Based upon the Fee Schedule, AW Perry should be charged at a minimum $887,000... the contract signed in February 2004 is for $470,000 which includes a SCADA system (Systems Control and Data Aquisition-not to exceed $70,000).
