We have received the following information on Soviet capabilities from the CIA.
 
 

Allied Intelligence Reports

 

Since the time that these reports were prepared, we have received the following information that updates or supercedes the above reports:
 
1) In addition to the deployed forces listed above, additional long range bombers of all types have used both Cam Ranh and Da Nang airfields as rest, refuelling and rearmament stations following deep penetration raids over China.  This allows targets deeper in the Chinese rear to be reached by Soviet bombers.
 
2) Red Army troops, estimated at two Motor Rifle Divisions, have been deployed to Vietnam to reinforce the Vietnamese Army in its border engagements with the Chinese.  It is possible the Soviet Union will reinforce these forces to undertake an offensive into southern China.
 
3) Facilities at Cam Ranh Bay have been updated and repaired, returning many of them to full capability.
 
4) Large numbers of Soviet fishing, research and merchant ships have sought shelter in Vietnamese harbors (especially Haiphong and Cam Ranh Bay).
 
5) The Soviet Pacific Fleet has formed convoys in recent weeks to escort ships carrying military and economic aid to Vietnamese ports.  On the return voyage, these convoys include additional numbers of the fishing, research and merchant vessels sheltering in Vietnamese harbors.
 
6) Since the second month of the Soviet war with China, the USSR has increased its military aid to Vietnam.  The USSR has recently transferred more modern armored vehicles, artillery, air defense systems and aircraft to Vietnam.  Soviet aid is delivered to Da Nang and Haiphong harbors.
 
7) The number and size of Soviet naval combatants in Cam Ranh Bay has increased over the levels identified above.  Recent imagery indicates that there are at least four large surface combatants, five or more submarines and significant numbers of auxilary ships.
 
Given the ties between the Vietnamese and Soviet governments, we expect the Soviets to be aware of the deadline in the ultimatum given to the Vietnamese government and prepared for our strike.

 
Soviet Facility Layout:
 
Disposition of Soviet forces in the Cam Ranh Bay area is as follows:

ELINT facility: CP0820 to CP0921.
 
SATCOM facility: CP0922 to CP1023.
 
Command post: unknown, presumed to be vcty CP0616 or CP1012.
 
Naval combatants: either tied up at piers at CP0415 to CP0416 or at anchor in the harbor to the south and west of those piers.
 
Naval auxilaries and civilian tankers and cargo ships: also tied up at the above piers.  Ammunition ships unloaded at pier located at CP0473189.  POL unloaded at CP148165.  Additional merchant vessels tied up at CP046143.  Rafts of civilian fishing trawlers and merchant vessels are located in the harbor.
 
Naval repair and support facility: floating drydock (15,000 ton capacity) is located at northernmost pier (CP051163), with warehouses and shops in the area immedaitely to the east of the piers.  Buildings are hardened against blast and fragmentation with concrete barriers.
 
Aircraft shelters and hangars: located on both sides of the main runways in three main areas: CP0526-CP0626 (fighter aircraft, hardened shelters), CP0627 (all types, in open revements and hardened shelters) and CP0624-CP0728 (all types, in open revements).
 
Housing for naval personnel, naval infantry and civilian merchantmen: complex located at CP0617.  Buildings are hardened against blast and fragmentation with concrete barriers.
 
Housing for Air Force personnel: Either complex located at CP0724-CP0725 or CP0527-CP0628.  Buildings in both areas are hardened against blast and fragmentation with concrete barriers.
 
Garrison for Soviet Army troops: Suspected to be facility located vcty CP0329.
POL storage tanks: located at CP0719 and CP0720.  Aboveground tanks in southern facility are connected to POL pipeline system.  Tanks in northern facility are buried; POL is transferred into tanks via pipeline connection from southern facility and distributed throughout facility via tanker truck.
 
Ammunition storage: The main ammuntion supply point is located at CP0822, with air force ready ammunition stored at CP0726 to CP0826.  All ammunition is stored in hardened magazines designed to resist 155mm HE artillery rounds.
 
Electrical Power: The location of the generator house has not been identified.
