Charlie Krafft signed  up the Penguin Class (IPCDA) as a cooperating group in the Boat US cooperating groups program.  There is no cost to this.  However, IPCDA members who join or renew their membership with Boat US will save on their membership dues, reduced from $19 to $12.50 if they reference the group association number GA84939S on their membership form.  This number is unique to the IPCDA.  (I presume you can be registered in multiple groups.)  The group size of 10 is required for this classification.  Would you please let the membership know about this.
