Works as consultant: in macroeconomic policies, risk analysis, restructuring of state-owned-enterprises,
and financial reforms for such organizations and firms as: IMF, UNDP, World Bank, WPA (Washington Policy Analysis), Shell
Oil Co., Tokyo Electric Power Services Co., LTD; assessing sovereign risk in ASEAN countries on behalf of clients (Shell Oil,
Tokyo Electric Power Services, WPA); conducting project evaluation studies on the restructuring of large state-owned enterprises
in the People's Republic of China (PRC) for UNDP and the PRC government; designing and conducting a series of seminars in
international business and finance and related risks for the Mortgage Bankers Association of America (MBA)

relations on a number ofTV and Radio panels of discussion including the National Public Radio (NPR), CNN, CBS, BBC, NHK (Japan

and civic associations such as the Council on Foreign Relations, the Asia Society, the Asia-Australia Institute, the US Chamber
of Commerce, the Heritage Foundation, 1998 Global Trade Forum.

Adjunct Professor; International Economics and Southeast Asian Studies departments, School
of Advanced International Studies (SAIS), Johns Hopkins University. Give lecture on two courses covering the subjects of country
risk analysis of ASEAN countries, and financial policies and reforms in emerging markets
(1970-94)
Senior staff (Division Chief/Advisor), International Monetary Fund (IMF), in charge of external
technical assistance and institution building. Main task was to design, negotiate, organize and lead a team of staff to conduct
workshops and seminars on macroeconomic policies and management for the benefit of government officials at the central bank,
the ministries of finance, economy, trade and industries. The mission team generally consisted of 6-8 staff members including
a secretary and interpreters.

Senior Economic and Financial Advisor to First Prime Minister of Cambodia,
responsible for producing economic and financial policy briefing papers for the Royal Government of Cambodia. Responsible
for coordinating all implementation of government policies between the central bank, the economic/finance ministries and the
Prime Minister's Office. Founder and chairman of the Cambodian Development Council (CDC), for coordinating all foreign direct
investment, multilateral and bilateral assistance to Cambodia.

Visiting professor in international economic and financial issues at the National Institute
of Economic and Statistical Studies (INSEE), Paris, France. Also, lectured at other major universities in Asia, Europe, and
the United States
