Please consider the enclosed proposal for a Federal Law, to protect the consumer from ongoing and existing problems with their Recreation Vehicles.
My Goal is to try to protect Senior Citizens from loosing their life savings on the purchase of a defective or damaged “Recreational Vehicle”. It should be understood that in most cases these Motor Homes/Recreational Vehicles are used by retirees as a home, since they are full timers and this is their home. We try to protect our seniors in so many ways, but, we neglect to realize that these people have sold their homes or taken large loans to enjoy the remainder of their lives. Please be aware that in no way should this be limited to Senior Citizens. It is just that the larger numbers of River’s are seniors. This should also protect the young consumers. There should not be any age discrimination.
First let me say that I personally don’t have a problem with my Motor Home. (You may delete or alter this sentence or any part of this letter by copy & pasting it into a Word Doc.)
But, many of my fellow campers, who are fast growing, do have horrific problems. Some RV consumers have had to pay to have letters drafted and sent to the Manufacturer and/or Dealership with a threat of using “Magnuson Moss Act”.
 I would like to propose that a Federal Law be enacted and expanded to include the living quarters of a Motor Home or any recreational vehicles. This would cover the consumer in all states. Under the “Lemon Law” only the chassis is covered in most states.
Under this law, a consumer would be required to send a registered letter, and would include pictures of damage caused by inferior workmanship, proof of repairs, and proof of “Out of Service” times and dates to the dealership, Manufacturer and the governing body.
With the knowledge that a consumer, in some cases where Manufacturers and dealers may still be reluctant to resolve the situation, it is easier to get action under the “Magnuson Moss Act” with an attorney. However this is time consuming and can take up to 2 years to resolve. For the consumer, paying hotel fees and rental cars this may not be a good choice. The consumer, in such cases, has no alternatives but to sell the RV, at a loss.
There are, in many cases, proof of the owned vehicle “out of services” over 200 days, in the first year. It these cases, the consumer waited for their vehicle while it had been in the dealership and/or manufacturer’s factory for longer periods of time than the owner was able to use it.
I would also like the Law to be expanded to any and all “Recreational Vehicles”. Since, many Senior Citizens and younger campers have decided to retire with a trailer or a fifth wheel recreational vehicle. This is their home. I would like it to be similar to the “Magnuson Moss Act” in that it covers warranties and implied warranties. I would like the law to be drafted to include a section so that an attorney is not required to achieve a solution.
