After the Sumerians, the land of Mesopotamia was controlled by several groups of people at different times.  The Babylonians united the land under King Hammurabi about 1800 B.C. and contolled it for nearly 200 years to create the Babylonian Empire.  A thousand years after Hammurabi, the Assyrians conqured the land through force to create The Assyrian Empire which lasted from around 900 B.C. until 612 B.C.   At that point, the Chaldeans under King Nebuchadnezzar controlled all of Mesopotamia from 605 B.C. - 562 B.C. until they were defeated by the Persian Empire.
