Brigadier General Wynkoop will unless otherwise ordered by

Lieut. Gen. Scott remain at York and adopt the most energetic

measures to put his command in condition for effective service.

Requisitions will be made in the proper departments to supply

all defenses in arms and equipments.

Brigadier General Wynkoop will keep himself well informed of

all movements in the neighborhood of Baltimore and make

such movements from time to time as will attract the attention

of the insurgents and prevent the concentration of their forces

in the direction of Annapolis, communicating promptly to the

headquarters of this department the information acquired.

If any armed men from Maryland advance in his direction he

will meet and drive them back, and he will cause the arrest

and examination of all persons whose intentions he has reason

to doubt.

The Baltimore riot of 1861 (also called the Pratt Street Riot and the Pratt Street Massacre) was an incident that took place on April 19,1861 in Baltimore, Maryland between Confederate sympathizers and infantrymen of the United States Army. It is regarded by historians as the first bloodshed of the American Civil War.

If any armed men from Maryland advance in his Direction , he will meet and drive them back, and he will cause the arrest and examination of all persons whose intentions he has reason to doubt ".

After the April 19th rioting, some small skirmishes occurred throughout Baltimore between citizens and police for the next month, but a sense of normalcy returned as the city was cleaned up.

Mayor George William Brown and Maryland Governor Thomas Hicks implored President Lincoln to reroute troops around Baltimore city and through Annapolis to avoid further confrontations. On the evening of April 20th Hicks also authorized Brown to dispatch the Maryland state militia for the purpose of disabling the railroad bridges into the city

An Extradition Order dated December 10th 1940 and signed by Maryland Governor Herbert R. O’Conor, and Secretary of State Francis Perrott requesting The Honorable Chief Justice Of The District Of Columbia cause to be apprehend and deliver fugitive J. A. Darneille who has been charged with the crime of False Pretense, committed in the City Of Baltimore, and has fled to avoid prosecution.
