"Most often an interview with the driver determines the 'commerce' status.
Too, some persons confused on this issue decide to become partially compliant by maintaining a log book, being medically certified,
etc. when it is not required. This may indicate to the officer that some sort of 'business' move is occurring. The best
way to avoid compliance issues is to be absolute about what you are doing and to be able to articulate the nature of your
hobby transportation."
