TOURNAMENT RULES AND REGULATIONS
1. SCORING- Win
= 10 Points
Tie
= 5 Points
Loss
= 0 Points
Shutout = 3
Points

point for goal differential (Maximum = 7 points)

– 0 tie = 8 Points
- Play 3
-- 10-minute periods (stop clock), 90 seconds break between periods. Running clock anytime goal differential
is 8 or more. No overtime until playoffs.
- Forfeits
will be awarded for teams not starting within 10 minutes of scheduled game
time. If the games are running behind the next game will start 5 minutes
after the previous game ends.
- If a
forfeited game had not been started the non-forfeiting team will be
awarded 14 points (1-0 win). If a game
was in progress and the non-forfeiting team was winning they will be
awarded 10 points plus up to 7 points for goal differential. If a game was
in progress and the non-forfeiting team was tied or losing at the time of
the forfeit, they will be awarded 11 points. Shutout
points will also be awarded if the forfeiting team had not scored at the
time of forfeit.
- One
timeout per game/one additional
time out in overtime.
- Three
minor penalties or one major penalty = Game misconduct.
Any
coach who gets more than one bench minor in a game will be ejected from the
game and will be reported to the NSHA committee. This means bench minors that a referee calls
on a particular coach and not bench minors for having too many players, etc.
- Penalties--1
minute for minor, 3 minutes for major, 5 minutes for misconduct.
8. Fighting: 1st
Offense = Major, Game Misconduct plus 1 game suspension
2nd
Offense = Major, Game Misconduct plus 3 games suspension and reviewed by the
board (Board consists of 1 person from each league. Must have at least 4
members to
vote)
3rd
Offense = Major, Game Misconduct and the season is over for the player.
Any player, coach,
manager or other team official who fights while off the playing surface will be
expelled from the tournament.
Any player, coach,
manager or other team official who leaves the bench during an altercation prior
to being permitted onto the court by a referee will be expelled from the
tournament.
Note:
The board will review any TEAM fighting penalties.
- Suspensions:
The tournament board will review Players with major penalties.
(FIGHTING
PENALTIES ARE CARRIED OVER FROM PREVIOUS TOURNAMENT)
Note: Fighting penalty will be carried over from
each tournament as per NSHA rules. It is the coach’s responsibility to
inform the next tournament director, or the head coach will face
suspension. Suspended player must
sign score sheet and must sit on the bench with helmet on while serving
suspension. If the player doesn’t
sign the score sheet, the player must sign the score sheet the next game and
sits out for that game. If the coach uses suspended player, the
game will be forfeited.

The NSHA committee, for further suspensions
and/or exclusions from future season games, will review players with excessive
penalties or fights.
- The A
team players and the B team players can switch in an upper movement. The players cannot cross—Example: Beaver
A—>Beaver B. To fill in for
teams the players must be league age 9 to play on the Beavers or must be
league age 12 to play on the Cadets for that tournament.
- Players
must wear proper equipment and be of the proper age. Birth Certificates
are Mandatory (copies are ok).
Birth certificates will be checked at the beginning of the season.
Equipment consists of:

Street/Ice Hockey approved gloves (must be
padded hockey gloves) (No Bike or GARDEN GLOVES). (This applies for ALL
teams).
·
Street/Ice Hockey helmets must have a full-face
shield and cage, and all straps must be fastened.
·
Street/Ice Hockey shin pads must be worn on the
outside of the clothing.
·
Sticks—Composite or wood shaft sticks
with plastic blades or ABS composite blades only.
·
Butt ends or taped ends that will not fit
through helmet cage.
·
The stick must meet curve and width
requirements. (Dime test)
·
NO WOODEN BLADES FOR PLAYERS OR ALUMINUM SHAFTS.
·
Goalie—must wear facemask with/skull plate or
helmet, goalie pads, chest protector, and protective cup. (Goalie may use a
wooden stick and must be properly taped and deemed safe by the officials).
·
Recommended but not required are a mouthpiece,
elbow pads and protective cup (worn inside).
·
Elbow
Pads are required for the Marlton Tournament
- The
time and nature of any protest must be written down on the score
sheet. The protest must be settled
at the point of protest by the referee and/or tournament director.
Protests may only be logged for procedural matters. Judgment calls by the
officials may not be protested.
- Wearing
scrimmage vest is a coin flip.
- The
Father of the player will not referee the player’s game, if possible.
- Tie

- Offside
delay unless shot on goal.
- No
hand passes, it comes out of the zone.
- No
fans behind the goalie’s net and the behind the goalie area must be roped
off.
- Goalie
cannot cover ball behind the goal line unless part of the goalies body is
in the crease.
- Icing
is the defensive face off dots.
This must be used at every rink. The corners of our crease IS icing
- Double
offside automatic stoppage - 2nd team off side is charged with the
infraction. Automatic whistle and
it comes out of the zone.
- Goalie
or defensive player intentionally
lifting/moving the net is a penalty—Delay of game.
- Players
must have helmets on at all times on court, on the bench and during
handshake. (Sticks must be not carried during the player’s handshake.)
- If the
ball is out of play, it goes into the zone of the team that last touched
the ball; offensive team hits ball out of play over goal line, it comes
out of the zone unless tipped by defense.
- Berating
or abusing the officials will not be tolerated, from coaches, players, or
fans. Abusive language will not be
tolerated. Unruly fans, coaches or
players will be asked to leave, and if they do not leave, the team will
receive a bench minor. (Each
Association should handle abusive parents, if it continues then it will go
to the board for review).
- A
player who loses his/her equipment (helmet, glove, shoe or shin pad) must
immediately pick up and replace the equipment or go to the bench. If the player continues to play it is an
automatic stoppage, a delay of game penalty and the ball comes out of the
zone. A defensive player in possession of the ball may immediately
clear the ball before going to the bench.
- Alcoholic
beverages are strictly prohibited.
- Players
may not be added to rosters after that team’s first game has been played
per tournament except as provided in rule #10.
- Rosters
must have a minimum of 11 players and a maximum of 18 players. No “alternate” players are allowed.
- Teams
must have at least one and no more than 4 adult coaches.
- All
players and coaches must be listed on the official team roster.
- If a
team has less than 6 players or if they do not have a coach present the
game will be forfeited.
- No one
except the players and coaches of the teams currently playing is permitted
on the hockey court or within the player bench area.
- All games are scheduled "rain or
shine" and will be played as scheduled unless the court is ruled
unsafe.
- The tournament director will decide before
the start of a game if the court conditions warrant a delay or
cancellation. After a game has begun, the head referee will decide if
court conditions should delay or cancel the game in progress.
- Games cancelled after the end of the first
period will not be made up and will be considered final
