Exchange water consumption and wireless minutes? -- only on floors with no water consumption are wireless minutes allowed. Build intercom systems into new buildings? Have cell phone out days to drill emergencies? Eliminate voice activation and smart house chips from all skyscraping designs? (If your fire and police departments can't be trained to use it, it can't be integrated... unless your emergency services are provided by your insurance company ONLY.)
