Results of the 2003-2004 Rules Change Proposal Final Vote.


   I would like to take a moment and remind anyone that would like
to submit a proposal, the 2004-2005 cycle will close for submission
on June 30, 2004.

   The 2003-2004 rules change proposals that passed will become a
part of the sporting code aka the "Pink Book". The rules change
proposals that passed become effective for the 2004-2005 contest
year which begins on July 1st, 2004. These rules changes are not in
effect for NARAM-46 in August 2004. I received a total of 127
ballots for this cycle. Not every ballot voted on every proposal,
which is why the votes received totals vary from proposal to
proposal. The rule making process states that in order for a rules
change proposal to "pass" it must receive a 66% vote in favor.

   Only two of the six proposals passed. The details are as follows
regarding each proposal.
