VOTE TO ACCEPT OR REJECT THIS PROPOSAL. << 700020-01 Revise scoring method for determining National Champions and National Rankings. RULE: 06.07 TYPE: REGULAR AUTHOR/NAR #: C. Glenn Feveryear / 24931 [x]FOR COMMENTS: I am generally neutral on this proposal and feel it is worthy of consideration by the general membership. However, one portion of if which I *strongly* disagree with is the equalization of Weighting Factors for all types of meets. In the Northeast, only 20-25% of the meets are regionals. I think these meets should be encouraged, not discouraged. I feel that the equating of WF for all meets would discourage hosting regional meets -- why should a club expose itself to the higher level of competition at a regional when it can score an equal number of points (even more, in actuality with the lower level of competition) at open or local meets. I agree that the '95 revision spread local/open/regional meets too far apart. I strongly suggest that this proposal be amended to the following max WF: section/local - 48, open - 60, regional - 72. ***************************** >> VOTE FOR *ONE* PROPOSAL OR NONE. VOTE TO ACCEPT OR REJECT THIS PROPOSAL. << 700021-00 Limit the number of competition points to 4000 during the contest year (excluding NARAM). RULE: 06.07 TYPE: REGULAR AUTHOR/NAR #: Bruce Markielewski / 38377 [ ]FOR COMMENTS: I am strongly against this proposal. As I see it, it merely sets a nominal level of participation. It does not reward excellence. Since there is no limit in the number of meets allowed to achieve the 4000 point limit, it becomes a matter of "putting in your flights" (ironically, a complaint against the current system). A mediocre flyer might need a dozen meets to meet this point limit, and this system would allow that (and put a flyer with access to many meets at an advantage). A second undesirable side effect is, since serious competitors will enter NARAM with an equal number of points, the NARAM Championship would become redundant to the National Championship. Unfortunate, since the NARAM Championship has achieved a higher level of recognition in recent years. ============================================================================== >> VOTE TO ACCEPT OR REJECT THIS PROPOSAL. << 700060-00 Prohibit contest entrants from withdrawing from a contest after its conclusion or due to poor result RULE: 06.07 TYPE: REGULAR AUTHOR/NAR #: Bruce Markielewski / 38377 [x]FOR COMMENTS: Hopefully the "valid cause" phrasing of Rule 6.7 would be [ ]AGAINST sufficient to prevent this, but apparently this clarification is needed. ============================================================================== >> VOTE TO ACCEPT OR REJECT THIS PROPOSAL. << 700080-00 Clarify the rules pertaining to disqualifications and returns. RULE: 11.03 TYPE: REGULAR AUTHOR/NAR #: Bruce Markielewski / 38377 [ ]FOR COMMENTS: I don't believe this clarification is necessary. Rule [x]AGAINST 15.10 states that a return must be made after a *qualified* flight and that the entry may not receive place points if this does not occur. ============================================================================== SYSTEM DATE: 02/16/97 National Association of Rocketry RKP411 PAGE 3 RETURN DATE: 03/02/97 NPRM OFFICIAL BALLOT NOTIFICATION TIME: 10:11 AM * INITIAL VOTE * RCP # BRIEF DESCRIPTION ============================================================================== >> VOTE TO ACCEPT OR REJECT THIS PROPOSAL. << 700160-00 Add definition of "self-penalizing flights" to disqualification criteria. RULE: 11.09 TYPE: REGULAR AUTHOR/NAR #: George Gassaway / 18723 [ ]FOR COMMENTS: I am *strongly* against this proposal due to the [x]AGAINST ambiguity introduced by the "performance advantage" wording. It is not always easy to determine whether or not an advantage is gained by a non-standard recovery. A big can of worms that I don't think we want to open. If the entry is supposed to perform a certain function (ie: parachute, streamer deployment), I don't think requiring it to do so is unreasonable. It sounds like the goal is to qualify any flight (so long as it is safe), regardless whether it fulfills the event mission. What is to keep a modeler from flying the same model in all events? Do you deserve points in Rocket/Glider if you fly an SD model? ============================================================================== >> VOTE TO ACCEPT OR REJECT THIS PROPOSAL. << 700100-00 Allow members to advise the National Records Subcommittee directly for a National Record. RULE: 17.07 TYPE: REGULAR AUTHOR/NAR #: Bruce Markielewski / 38377 [ ]FOR COMMENTS: I don't think this change is necessary. We have had no [x]AGAINST problems with it in the Northeast region. There is no reason why a competitor cannot work with his CD and/or Regional Chairman if he feels that a record has been overlooked. ============================================================================== >> VOTE TO ACCEPT OR REJECT THIS PROPOSAL. << 700030-00 Eliminate air start, stepped impulse, or other forms of staging from Cluster Altitude.
