     Welcome to the Northeast Region Contest Newsletter, a
semi-regular publication of your Northeast Regional Contest
Board Chairman, Jeff Vincent.  I will publish this newsletter
at irregular intervals to keep you, the Contest Directors of
the northeast, informed of the contest news and events of the

                      How're We Doin'?


     Based upon my first eight months experience in this
post, here are some points to note when CDing a meet.  These
are the most common errors/problems I've seen.

1. When you send me a sanction fee, make the check payable to
     me (Jeff Vincent), not the NAR, etc.  Fees are handled
     only by me and there is no special account for the
     Notheast Regional Contest Board.

2. If your meet is postponed or cancelled, please inform me
     (Rule 6.5).  A postcard is probably the most convenient
     method (and gives me a physical record of the change).

3. Filling out the Point Sheet (CB-4-70) (see sample):
     - Fill out by 1. Division (A,B,C) and 2. Last Name
          (alphabetical).
     - Teams are listed in the age division of their
          senior member, alphabetical by team name, with
          the senior's NAR number.

     - Mark event names above each event (WF is
          appreciated, too).

4. Altitude events - include a note with baseline length and
     data reduction method.

5. Duration events - be sure to round time scores properly
     (Rule 15.7).

6. Double (or even triple) check flight and point scores.

     A final note on promptness of returning results and
communication with the Regional Contest Board.  Over the last
eight months, I've taken a pretty flexible interpretation of
the CD's responsibilities in this regard.  Unfortunately, on
several occasions this has led to abuse.  For this reason, I
am enforcing the following policies:

1. It is the CD's responsibility to return results in a
     prompt manner (postmarked within 14 days of the meet,
     Rule 6.9).  While I will not throw out a meet which is a
     few days late, I will not allow significant delays.

2. If there is a problem with completing your meet results or
     if you must postpone or cancel your meet (Rule 6.5), it
     is YOUR responsibility to contact me.  In the case of
     late results, I will issue an extension when warranted.

3. Aside from contacting a CD to make sure results have not
     been lost in the mail (a remote possibility), I will not
     harass you for results.  If you do not post meet results
     within a reasonable length of time, the meet will be
     closed.
