Welcome to the Northeast Region Contest Newsletter, a
semi-regular publication of your Northeast Regional Contest
Board Chairman, Jeff Vincent. I will publish this newsletter
at irregular intervals to keep you, the Contest Directors of
the northeast, informed of the contest news and events of the

What's New?
I've received a bundle of info from National Contest
Board Chairman Matt Steele, which is included in its
entirety. There are a lot of changes coming up for next
season, so we want to get you, the Contest Directors, up to
speed as soon as possible. Here's a rundown of the included
materials:

1. A cover letter from Matt, summarizing the package. He
asks for section point totals at the bottom of the
CB-4-70 point sheet, your compliance is appreciated. I
talked to Matt regarding teams. It is acceptable for
teams to submit their registration to the Contest
Director at a meet and for the CD to send it to me with
the meet results (I will forward it to National). Use
the old team form or a sheet with the name, address,
phone, date of birth, and NAR number for all team
members and the team name and number, plus the
registration fee [one dollar per team member]). The May
31 deadline is not firm, but early registration is most
appreciated.
2. NPRM Rule Changes & Rules Change Voting. This is a quick
summary of the rule changes for next season. These
changes will go into effect July 1, 1993 (NARAM-35 will
be held under the current rules). This is not a
comprehensive listing, so the best way to get the full
picture is to go through the Rules Revision Update
insert in the May/June 1992 issue of AmSpam and check it
against the voting results. See below for notes on
sanctions for the next contest year.

What Page? Which Form? What Revision?
Some of the problems we face are getting all of the
rules in the hands of the CDs and competitors (in a
comprehensive, usable form) and effectively reporting the
results. I talked to Matt about this and he told me a couple
of things. First, it is not certain whether there will be a
new Pink Book with the new rule revisions. The main hold-up
is getting the funding. There will be a summary of the rule
revisions in AmSpam.
Second, Matt is working on new forms for record keeping.
These forms should be easier to use and more relevant to the
current rules. Look for these to be introduced this summer.
The most important factor is the accurate and timely
reporting of results to me and from me to Matt. The system
(and the results obtained) are only as good as the people
running it. This becomes particularly important during the
drove of meets in the spring and early summer and the need to
compile the results prior to NARAM in August.
1993-1994 Sanction Tips
With the new rule revisions, there will be many changes.
The first people to be impacted will be those of you filing
sanctions for meets to be held after July 1, 1993. While the
best way to be prepared is to study the rules revision insert
and the voting results, here are a few basic items to keep in
mind when sanctioning your meet.
1. The meet sanction fee will be a flat five dollar fee,
regardless of the type or size of meet.
2. The passing of RCP 300400-00 means an approximate doubling
of event and maximum meet weighting factors. Refer to
this chart when selecting your meet events (see opposite
page).
3. RCP 300210-00 equates the weighting factor of any
Flex-Wing event to the WF of the Boost/Glider event of
the same engine class. Use the B/G WFs on the chart for
any FW event.
4. RCP 300220-00 raises the weighting factor of the Radio
Controlled Glider event to 32.
