History:
The head of the Ghost Zone Police Department and warden of the jail, Walker serves as jude, executioner, jury, executioner, jailer and, if necessary, executioner for all criminals in The Ghost Zone (He likes the “executioner” part of the job). And in Walker’s definition, a criminal is anyone who violates his extensive book of “rules,” including the one he makes up on the spot. And ever since Danny set Walker’s prisoners free and escaped on charges of trying to re-claim a real-world package he accidentally lost in The Ghost Zone, Walker has been trying to get Danny back in his cell.
Personality:
Walker is a rule freak, pure and simple. The slightest violation of any of his rules, set down or impromptu, can earn a ghost as many as 1,000 years in his prison. His pursuit for perpetrators can lead him all over The Ghost Zone, into individual ghost’s lairs, and even to Amity Park. And nowhere are the phrases “fair trial” or “mercy” in his rules.

In revenge for Danny’s release of all his prisoners, Walker led a massive ghost invasion of Amity Park, trying to discredit Danny’s name and make his home town a prison.
